This is an exciting opportunity to join Counter Terrorism Policing South East (CTPSE) as a critical member of our Senior Leadership Team, working as part of the national Counter Terrorism Policing network in our mission to reduce the threat and fear of terrorism and wider national security threats in the South East and beyond.

This is a leadership role lending itself to applicants from a variety of backgrounds with different skillsets. We anticipate that some applicants will have intelligence management or covert operations backgrounds, others will be detectives who have led serious or complex investigations within the crime context, and some may bring Counter Terrorism Policing-specific experiences from which they can draw. They certainly need to have experience of partnership working, and be skilled in managing risk and leading in environments that have involved the use of sensitive intelligence to investigate serious or complex crimes.

There is real scope for the successful applicant to build on the skills that they already have and to learn the other skills required for this role. This is why the desirable skills that we list are relatively broad. We do not expect anyone to cover them all.

Above all, what this role really requires is the ability to allow our people to achieve excellence through an inclusive culture, which holds them to account but allows them to develop and thrive. They also need a proven ability to lead people effectively through change, to be able to lead and manage risk under pressure. Given that the CT Policing network is a collaboration with other forces, and which works so closely with other agencies, the role holder must be a person who has shown their ability to build and maintain successful partnership working.

This role is part of a national, regional and local network and as a result you will be required to travel for business purposes. This may include some travel across the UK and is not limited to the South East. You will be asked to demonstrate flexibility regarding working hours in line with operational demand and, occasionally, this may require working away from home.

**Responsibilities**
- To coordinate effective performance of the department, which includes the line management of CTPSE’s Dedicated Source Unit (DSU), surveillance teams and Covert Operations teams across the region, ensuring focus in line with the CTP network’s strategic direction.
- Contribute to the ongoing development of effective collaborative partnerships with other law enforcement agencies, our regional forces and partner organisations on behalf of CTPSE and the broader CTP network.
- To enable our people to reach and maintain high standards through an inclusive culture which holds people to account whilst enabling individuals and teams across the unit to develop and thrive.
- To develop regional strategies; implement, direct and review tactics alongside key stakeholders to develop intelligence and evidential collection plans through deployment of HUMINT and Covert Operations resources.
- Be accountable for the effective regional administration and lawful implementation of covert tactics. This includes ensuring compliance with the Investigatory Powers Commissioners Office (IPCO) for the collection, recording, evaluation, information sharing, review, retention and disposal of information obtained from CTPSE authorised activity in compliance with APP, Codes of Practice and Guidance in the Management of CHIS and Covert Operations.
- As part of CTPSE Senior Leadership Team (SLT) lead and contribute to strategic programmes of work and change, including representing CTPSE on national capability boards to build partnerships with other national security stakeholders.
- As part of the CTPSE Duty SLT on-call team, lead the initial regional response to terrorist incidents and dynamic investigations, utilising all resources of the police service.

**Required knowledge/skills**
Essential
- Qualified Detective (to College of Policing PIP2, PIP3 or PIP4).
- Experience of managing intelligence involving covert tactics within the context of serious or complex crime or counter terrorism investigations.
- Detailed understanding of investigation, including criminal law, and court procedures and processes, including management of sensitive intelligence.
- Detailed knowledge of PACE, RIPA (and other associated covert tactics legislation) and ECHR.
