**Location: Harlow, Livingston or Glenrothes (Hybrid working with a minimum of 2 days a week on site).**

**Summary of Role**

Raytheon UK has an opportunity for a dedicated individual to join our team as a PMO Lead and work with the Head of Change Delivery and Business Relationships to define the PMO mission, goals and operating model, and release this after DTLT approval, in the form of the PMO Mission Statement. The PMO lead will then be required to build and maintain a mature and high performing PMO that provides valuable MI to DT and other enabling functions with particular focus on the following:
**Governance.** Ensure that decisions can be taken by the right people, based on the right information by conducting audits or peer reviews, developing project and program structures and ensuring accountability at all levels.

**Transparency**. Responsibility for ensuring the PMO provides information and is the single source of the truth. Information should be relevant and accurate to support effective decision-making, and provided to people in a way they can understand.

**Reusability.** Facilitate the sharing of knowledge to stop project teams from reinventing the wheel. Ensure the PMO is the central point for lessons learned, templates and best practice.

**Delivery support.** Makes it easy for project teams to do their jobs by reducing bureaucracy, providing training, coaching, mentoring and quality assurance.

**Traceability.** Provides the function for managing documentation, project history and organizational knowledge.

**Main Duties**
- Manage the PMO team and provide performance feedback and goal setting, conducting annual performance assessments and skills development and training;
- Methods, Processes and Tools
- Drive the standardisation of project methods, processes, and tools
- Creation and maintenance of a Project Management guide
- Continuous improvement, adaptation and evolution as required to meet the organisations needs
- Training and Coaching
- Provide training to the Project managers to ensure adoption of methods, processes and tools
- Coaching in daily project work to ensure quality delivery of stakeholder communication and reporting
- Governance
- Development, maintenance and implementation of the Programme Governance Framework;
- Ensure compliance with RTX processes and governance including the gated process for change, adapting the IPDS process as required and ensuring alignment with PMX standard where possible;
- Audit Project Progress and maintain a list of outstanding actions to ensure the DT Chane Portfolio meets all its auditory obligations
- Project and Portfolio Performance
- Assess project and portfolio performance, using relevant metrics and clear reporting. Supporting DT’s progression towards a value based operating model.
- Ensure strong adherence to Project Risk and Opportunity Management requirements, driving the management and reporting of Risk and Opportunity across the DT Change Portfolio
- Prepare and share weekly and monthly reports as required such as - Flash reports, Portfolio Board reports etc
- Create a strong focus on measuring the impact of the work being delivered
- Communication of project performance, benefits realisation and other agreed touch points within DT and the rest of the business.
- Project/Portfolio Finances
- Ensure alignment with Finance - working off one set of source data
- Run Finance validation meetings to maintain control of portfolio finances
- Provide clear reporting for DT Change budget performance
- Work closely with the Lead Project Manager and Lead BRM (Business Relationship Manager) to ensure clear visibility, resourcing and transition to project for items coming through work reception
- Postmortems - managing project postmortems, making recommendations and ensuring that lessons learned are carried forward and implemented into future project delivery;

Essential
- Demonstration of RTX values and leadership behaviours
- Previous line management experience
- Previous experience in setting up or transforming a PMO function
- Excellent written and verbal communication skills
- Experience with one or more agile or lean methodologies (Lean, Scrum, Kanban, Devops, FinOps, SAFe).
- Exceptional leadership skills with the ability to develop and communicate the strategic vision and inspire and motivate staff.
- Effective influencing and negotiation skills in an environment where resources are often not in direct control of this role.
- Excellent analytical, strategic conceptual thinking, strategic planning and execution skills.
- Demonstrated ability to develop and execute a strategic resource plan.
