**Job summary**:
This role sits within the Import Controls Policy and Implementation Team, part of Tariffs, Imports, Professions and Strategy (TIPS), and the Trading Systems Group of the Department for International Trade (DIT). The team is responsible for developing and implementing the UK’s import and tariff policy, including representing UK policy at the World Trade Organisation (WTO) and leading on relevant provisions in the UK’s FTAs. The Import Controls team also includes the Import Licensing Branch which manages the process for reviewing and issuing import licenses for controlled goods, and the Import Sanctions Team with responsibility for policy, legislation and implementation of the UK’s import sanctions measures. The team is vital in implementing the UK’s independent trade policy, as well as shaping the UK’s international reputation and position in institutions on the world stage and working to deliver opportunities for and removing obstacles faced by UK businesses.

We are recruiting an HEO to work on FTA negotiations and implementation. This position will be ideal for an individual who wants to develop and deliver impactful policy in an area that receives significant Ministerial and international attention. The role offers the opportunity to coordinate Import licensing and Controls policy for FTAs, including drawing on a range of evidence to develop negotiation positions and proposed texts for the UK’s FTA Import-related articles, supporting negotiations themselves, leading on FTA implementation work and engaging on other complex trade issues.

**Job description**:
The successful post holder will need to work collaboratively across DIT; effectively building networks and relationships alongside policy and trade expertise on import controls and licensing. There will be a significant amount of cross-team working, including with lawyers and analysts, and the post holder will need to draw on their relationship building skills to deliver this. A summary of the role is set out below:

- Build and maintain a network of domestic stakeholders within and outside Government to gather evidence to support DIT/HMG positions and identify market access issues faced by UK businesses.
- Coordinate development of Import Controls and Licensing FTA strategy and products including working with lawyers and analysts to develop import provisions for FTAs and other negotiation positions and products.
- Coordinate the team’s engagement on FTA implementation within the department, cross-government, as well as with UK Posts and Missions overseas.
- Use evidence to identify and resolve market access issues and facilitate trade partner compliance with FTA obligations.
- Provide clear advice to internal and external stakeholders on import licencing provisions in Trade Agreements.

**Hybrid Working**

Please be aware that this role can only be worked from within the UK and not overseas.

Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.

Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average. If your office location is London, you will be eligible to receive London weighting.

**Person specification**:
**Essential Criteria**
- Evidence of working collaboratively across a range of groups and stakeholders to deliver outcomes
- A team player who is flexible, proactive, and adaptable
- Willingness to gain detailed knowledge of trade regulations

**Desirable Criteria**
- Negotiation experience
- Knowledge and experience of trade policy
- Experience of operating in an international environment

**Personal Attributes & Skills**

The role will suit someone with the following attributes and skills:

- Keen attention to detail, whilst able to see the big picture and strategic issues
- Able to operate in a technically complex policy area
- Lateral thinker, who is able to identify and act on connections between issues across the Imports, broader trade policy space and HMG priorities
- Self-starter and able to work autonomously
- Able to manage challenging stakeholders
- Good coordination and management skills
- Good relationship building and engagement skills

**Behaviours**:
We'll assess you against these behaviours during the selection process:
