The council offers a strong level of support to vulnerable groups and those who need additional support, which has also increased significantly as a result of the pandemic. Like most places, the average age of our population is rising as more people are living longer, so we are working closely with residents to help them maintain their independence and further improve the cost effectiveness of our service to meet the ongoing rise in demand.

Kingston is home to people from diverse and interesting cultures and backgrounds, which helps to create the rich sense of community shared across the borough. In particular, Kingston has a large Sri Lankan Tamil community and is home to more people from Korea than any other part of the UK.

**About the Role**

This role leads the development and implementation of commissioning strategies, improvement programmes, service redesign and project management focussing mainly on Older people and Physical Disabilities services. It is responsible for managing individual commissioning activity based on specific needs analysis and understanding of market and needs opportunities to achieve the best outcomes for Adults and ensure sustainable delivery across the service.

This role aligns with the Market Management team to ensure effective and joined market engagement and commissioning.

Some responsibilities of this role include:

- Provide deep technical expertise to lead on commissioning activity for a designated portfolio of services including needs analysis, cost benefits models, service delivery models and the development of commissioning strategies
- Build strong, collaborative cross service networks and integrated working across ASC, partner organisations, and service providers to ensure effective and joined market engagement and commissioning
- Analyse and interpret data to inform decision making and need and plan for future sufficiency of services
- Collaborate in partnership with senior internal and external stakeholders to enable effective decision making and ensure commissioned services achieve the best outcomes for ASC
- Lead and promote effective partnership working with health and the voluntary and community sector

The role reports directly to the ASC Strategy and Transformation lead.
