Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for a Project Manager on a 3 month contract with a possibility of an extension.

This position will be a total of 36 hours per week, with hours from 09:00am - 17:00pm.

**Job Purpose**:
The post holder will lead of the management of a number of projects as part of an Environmental Enhancement Programme for the Council over the next 5 months that aim to:

- Improve cleanliness in high street locations where chewing gum and staining is more prevalent
- Replacement and renew litter bins throughout the borough in parks, open spaces and on the public highway
- Remediate and improve playground and recreational spaces in parks

**Job Specific Accountabilities**:

- Effectively plan, manage and coordinate discrete programmes, by developing and maintaining a project / programme plan, risk register, benefit tracker, as well as documentation for discrete elements, such as detailed project plans.
- Monitor and report on progress against all aspects of the project / programme through regular and bespoke reports to the Sponsor, Directorate Management Teams, Programme Boards and other forums, as well as identification and management of risks and dependenciesacross the Council and partners
- Rapidly develop understanding of challenges and best practice within service areas new to the role holder in order to become a credible advisor to the Sponsor, Directorate Management Team and other senior managers.
- To use fine-tuned judgment, as well as own experience of and insights into innovative new approaches of delivering services.
- Deliver the communications and engagement work for projects with internal staff, as well as with external partners and stakeholders.
- Support and participate in meetings, networks, and communications mechanisms as required
- Prioritise workload and projects for self (and direct and indirect reports where appropriate), balancing competing demands.
- Ensure that benefits realisation of projects / programmes are agreed, monitored and tracked following their closure.
- To draw on own experience of and insights into innovative new approaches of delivering services to support senior officers to deliver agreed outcomes, confidently challenging variances and aspects of the programme where appropriate.

**Knowledge, Skills and Experience**:

- The ability to motivate others, whether team members or colleagues, generating commitment and a shared sense of purpose.
- The ability to understand an issue, situation or problem by breaking it apart into smaller pieces or by tracing the implications of a situation in a step by step way.
- The ability to influence, negotiate with and persuade a wide range of stakeholders to pursue desired courses of action that will enhance services and deliver corporate priorities
- The ability to communicate to a high standard using different methods and styles.
- Experience of project and campaign management skill including budget management, risk mitigation, stakeholder and contractor management within short timescales
- Knowledge of street cleansing and parks management
- A commitment to Public Service/political Awareness
- Excellent communication and negotiation skills at all levels, including contractors, clients, suppliers and customers, to ensure best value services are provided
- The ability And Confidence to liaise with all Internal and external customers Including Operatives and Contractors
- A knowledge and experience of local government and political framework
- The ability to monitor, present progress reports and findings. Report writing skills are desirable.
