**Job summary**:
Defra is the Lead Government Department in England for Chemical, Biological, Radiological and Nuclear (CBRN) recovery, and responsible for the provision of remediation capability in the UK, for Chemical, Biological, Radiological and Nuclear incidents which overwhelm local arrangements. The Defra CBRN Recovery Science Team is responsible for the technical aspects of this capability, including equipment and knowledge.

**Job description**:
The Flood, Water and CBRN Emergencies team is a fast paced and high profile team at the heart of Defra’s contingency planning, working closely with resilience teams across government, scientists and engineers, operational leads, communications colleagues, Private Offices and Ministers.
- We prepare for the recovery following the release of Chemical, Biological, Radiological and Nuclear (CBRN) materials into the open or built environment, and the recovery from nuclear accidents
- We plan for and respond to natural hazards such as flooding
- We lead on risk management and planning for threats to water supply and lead on incidents working closely with the water sector and other sector leads across government
- We also co-ordinate Defra’s interests in other incidents, working across the Defra Group to understand risks and provide ministers with advice, consistent and timely information during an emergency

The post will include the need to travel throughout the UK; and overseas, representing Defra and obtaining a wider knowledge and understanding of issues.

In the event of an incident there will be a requirement for unsocial and overtime working at short notice for periods as long as necessary.

Because of the nature of the work to be undertaken, the post holder must be a British National, and either hold current security clearance at Developed Vetting Clearance (DV) level or be willing to undergo and obtain clearance at this level.

**Person specification**:
The purpose is to manage and co-ordinate the development of remediation capability for radiological and nuclear hazards. The jobholder will support and work with the G7 team leader, as well as counterparts in CBRN Policy and Operations, to develop and deliver the RN Programme.

The postholder will also work closely with other members of the CBRN Recovery Science Team to contribute to the holistic development of the recovery science programme as a whole, particularly where techniques or research are agent-agnostic.
- Management of the RN Science Programme. Co-ordinate work on scientific capability and capacity for remediation of the built and open environment following a radiological or nuclear release. Work with the G7 Head of Science and AWE secondee to oversee the identification of areas for development, obstacles to progress and potential solutions available through partnerships across government, internationally, within academia, or industry
- Oversee a portfolio of scientific research and development projects to develop remediation capability for RN threats, including working closely with Defra Group Commercial and other procurement mechanisms and teams
- Develop a close working relationship across UK CBRN community, in particular with colleagues in the Cabinet Office, AWE, Dstl, the Home Office’s Homeland Security Group, and the Department for Energy Security and Net Zero
- Build and develop close working relationship with international partners, such as the US Environmental Protection Agency
- Work with other members of the CBRN Recovery Science Team to develop the recovery science programme in areas of overlap and agnosticism between agents. This may extend to standing in for other team members at non-RN focussed activity
- Represent Defra at various cross-Whitehall meetings making links between technical and policy aspects of CBRN related issues
