**Purpose of the post**:

- Ensure that the people of Gwynedd are at the heart of everything we do.
- Assist in ensuring effective and efficient enforcement arrangements for street and waste management services in accordance with the relevant environmental legislation in order to reduce environmental crimes and improve the quality of the local environment.

**Responsibility for functions**:

- Responsible for storing, caring for and maintaining the equipment associated with the responsibilities noted (e.g. hand-held computers, CCTV cameras and personal CCTV, the Council's signage and vehicle installation equipment)

**Main duties**:

- Assist the Waste and Streets Enforcement Officer in implementing relevant strategies and policies to the Street, Waste Management and Dog Control services.
- Authority to implement the powers of the Environmental Protection Act 1990, Anti-social Behaviour Act, Crime and Policing 2014, Police and Criminal Evidence Act 1984 and other regulations and enforcement powers associated and relevant to Street Services, such as littering and other environmental crimes, fly-tipping, waste management, waste receptacles policy, waste duty of care, and public spaces protection orders, namely dog control.
- Process witnesses and offenders' personal data in accordance with relevant legislation.
- Patrol on and off the street, either alone or as part of a team. Patrol on foot but may also need to use a vehicle.
- Issue Fixed Penalty Notices on site, written or by using palmtops, in accordance with the current instructions, procedures and guidelines.
- Conscientiously and regularly complete, with evidence, every FPN issued and other associated events.
- Use personal CCTV equipment to monitor and record FPN issuing.
- Attend conviction hearings as a witness on behalf of the Council as required and it may be necessary to submit written evidence.
- Use software relevant to the responsibilities of the post e.g. DEMS Uploader (Personal CCTV), FlyMapper (Fly-tipping Action Wales) and a mobile phone.
- Politely respond to enquiries from the public and provide assistance and advice on the Council's policies and procedures regarding Street Services when necessary.
- Hold inspections, inquiries and informal interviews on site to investigate environmental crimes, such as littering, illegal fly-tipping, dog fouling and graffiti and use the Police National Computer to find more information as necessary.
- Assist the Waste and Streets Enforcement Officer in holding voluntary formal interviews under caution in accordance with relevant legislation.
- Take statements from witnesses and assist in preparing criminal case files for prosecutions in court.
- Install hidden cameras to monitor fly-tipping and dog fouling cases in problematic locations in accordance with relevant legislation (Regulation of Investigatory Powers Act 2000).
- Assist with the implementation of the waste receptacles policy, including on-site monitoring, identifying the need for the back office to correspond with residents and businesses and subsequent enforcement work associated with the flow chart and risk matrix.
- Report back and keep in regular contact with the Waste Enforcement and Street Services Officer and back office.
- Install warning signs on site (e.g. dog control and fly-tipping).
- Install dog waste bins on site in accordance with the Waste and Streets Enforcement Officer's instruction.
- Assist with occasional awareness raising campaigns, e.g. dog waste campaigns, waste carriers spot checks with the Police.
