**Job summary**:
Cyber and Information Systems Division (CIS) is one of the Science and Technology (S&T) Divisions within Dstl. Our vision is to deliver evidence based resilient sensing, information and effector systems for defence and security. We collaborate with stakeholders, partner organisations in industry and academia.

We are seeking a Safety Advisor to support day-to-day business, lead on health and safety improvement matters and ensure the Division’s approach to health and safety (H&S) is suitable and sufficient. Our advisor will strive to promote a strong / positive learning and safety culture.

The role will be based in Dstl Porton Down, however occasional travel to Dstl Portsdown West will be required.

**Job description**:
**In this role you will**:

- On behalf of CIS Divisional Head, take functional ownership of CIS Organisation & Arrangements for Health, Safety & Environmental Protection (CIS O&A for HS&E).
- Assure that the strategic intent of CIS O&A for HS&E is achieved and maintained.
- The provision of competent and technical safety advice to CIS staff.
- The pro-active identification of safety issues and recommendation of solutions.
- Lead on CIS safety inspections and improvement measures.
- Where appropriate, support the corporate HS&E team with audits and inspections
- Interpret corporate records and reporting of accident/incident information relevant to the work of the division.
- Assist in investigations and ensure that the appropriate corporate reporting process has been applied and that actions are monitored to close out.
- Knowledge/skills development and coaching for staff and the identification and active promotion of relevant safety initiatives.
- Working with Group Leaders to shape H&S culture and advise on lessons identified from investigations, audits and inspections and continuous improvement.
- Proactively engage with workforce in behavioural safety and intervention techniques to promote a strong / positive learning and safety culture.
- When required, liaison with Corporate Health and Safety Team and regulatory bodies to ensure compliance with mandatory regulations e.g. RIDDOR.
- Provide technical support to Senior Establishment Incident Manager during a site incident as requested.

**Person specification**:
**We are looking for someone who has**:

- Two years relevant experience managing Health & Safety in the workplace either as HSE Practitioner or in delivery role with key HSE responsibilities.
- Ability to demonstrate leadership, influence and impact in a safety themed role.
- Sound understanding of, and the ability to interpret, H&S law.
- Sound understanding of current and evolving best practice.
- Commitment to Continued Professional Development and further training.
- An approach based on information and knowledge sharing.
- Demonstrable ability to prioritise workload in the face of conflicting demands.
- Ability to remains flexible in the response to changing situations.
- Ability to build strong relationships with internal and external stakeholders.
- Ability to negotiate effectively to find pragmatic and workable solutions.
- Fully competent in Microsoft software including SharePoint.
- The ability to take ownership and deliver impactful outcomes.
- Ability to provide timely, consistent, accurate and meaningful advice.
- Demonstrable ability to work collaboratively within a team.

**Qualifications**:
Essential:

- Recognised Safety qualification at National Qualifications Framework Level 3 or NVQ equivalent e.g. NEBOSH General Certificate.
- Hold Tech IOSH or equivalent with a recognised H&S professional body.
- Root Cause Analysis Investigation certification.
- HSE Incident Investigation certification.

Desirable:

- Working towards a recognised Safety qualification at National Qualifications Framework Level 6 or NVQ equivalent e.g. NEBOSH Diploma.
- Working towards Grad IOSH or equivalent with H&S professional body.
