Summary

The Strategic Asset Maintenance and Facilities Management (SAM&FM) Service is responsible for the maintenance of the council’s general fund property estate. The service deals with facilities management and the council’s hub buildings, all reactive repairs across the estate as well as medium to larger-scale capital maintenance schemes. At the same time, the service is responsible for ensuring the council discharges its obligations in terms of statutory compliance ensuring that its asset portfolio is safe and fit for purpose.

The council has a large and varied portfolio of buildings across Wiltshire. These include the operational buildings from which council services are run (leisure centres, depots, and libraries) as well as a commercial estate and rural estate.

**About the role**

The **Contract and Works Delivery Team** coordinates the 5-year repair and maintenance programme for the council’s asset portfolios. This includes the reactive help desk which receives repair calls from client services and tenants. The team delivers contract management, procures refurbishment, retrofitting, renovation projects within the building contracts. These contracts cover all aspects of property maintenance and facilities management for the council’s portfolio of buildings.

The Technical Leads support help coordinate building maintenance and repair works across the councils' diverse portfolio of buildings. The Technical Leads liaise with premises managers and provide contractors service orders for repair issues work.

The Technical Leads deliver complex work programmes and supervise the work of technical officers in their patch in order to achieve service objectives. With good record keeping and regular reporting of KPI’s the technical leads manage the relationship between the service and its contractors, challenging poor performance when it is identified.

The diverse portfolio of buildings means there is lots of opportunity to work on varied building types, from leisure centres and depots to state-of-the-art office buildings and a the only working windmill in the Southwest.

You will assist with the procurement and appointment of relevant term maintenance contractors for the council’s asset portfolio. This will include helping develop tender specifications, and procurement evaluations, and once appointed, helping manage the performance of contractors.

**About You**

You’ll be educated to a degree level and/or hold a professional qualification in Facilities Management or building surveying. You’ll have a keen eye for detail, experience in building systems and compliance matters, and the ability to prioritise. Experience of mechanical and electrical systems would be an advantage.
