**Job description**:
Regional Delivery (RD)

RD is a large, complex and geographically dispersed operation within the DIO covering circa. 58,000 assets, across over 500 sites and 275,000 Ha of freehold and leasehold estate in the UK and a further 580,000 Ha overseas; with a multitude of £multi-million contracts to manage. We deliver soft and hard FM services - building, maintaining, and servicing - across the majority of MODs built assets in the UK and overseas; hard and soft FM services across MODs Training Estate, including feeding, accommodation, range bookings, targetry support, management of the rural training estate and tenanted estates; administration of UK and Overseas utility contracts, bill payments, and recoveries; and management of the USVF Built Estate comprising c.4503 assets.

The Centre of Excellence (CoE)

The CoE allows Regions to focus on Regional responsibilities by maximising knowledge from across Regional Delivery and DIO supporting functions to develop better solutions. It will be responsible for cross-cutting activities across our customers and will deliver a programmatic approach to provide enhanced support. It will embed more agile ways of working, develop lean processes and support defining and realising continuous improvement opportunities. The CoE will work across multiple partners to gain insight, share, and implement considered Learning from Experience, provide consistent and coherent advice and strategic direction.

Summary of the Role

The role of the Assistant Head Compliance and Safety Team is to validate that the MOD estate meets statutory and mandatory standards, making it safe and fit for purpose. Will take the lead in carrying out portfolio management and compliance investigations to ensure Suppliers comply with their contractual obligations and deliver in a consistent manner across the whole estate. The compliance investigations will cover high risk areas such as Asbestos, Legionella, Gas, Fuels, Fire and Electrical Safety Management Systems.

This role drives forward compliance recommendations in a coherent manner across Regional Delivery in order that a consistent delivery of service is experienced by the end user; and formulates strategies to continually improve and effectively manage and mitigate key compliance risks and issues across the estate. Deliver an annual programme of compliance investigations. Project Management of allocated cross boundary programmes.

- Development, tracking of delivery and assuring programmes of work to ensure MOD meets at least minimum legal and safety standards across its infrastructure portfolio.
- Ensuring that all aspects of statutory and mandatory compliance across all of MODs infrastructure are significantly improved and maintained. Through the identification and development of asset enhancement / infrastructure intervention programmes.
- Providing professional and technical advice across MOD on all matters relating to infrastructure asset safety and compliance and drive development of safety management systems, procedures, and best practice.
- Hold, use, report, and exploit information on our assets to improve our understanding and performance in asset safety and compliance and resolve underlying issues. Critical asset areas currently include fire safety, fuels, and gas, electrical, asbestos, and legionella.
- Create and manage relationships with key Stakeholders and Suppliers.
- The postholder will lead a team of Compliance and Safety staff. They will influence many more staff who are involved in the implementation of assurance systems and processes across Regional Delivery the wider DIO and MOD.
