Finance Business Partner - Bury Council (HYBRID WORKING)

We are looking for a **Finance Business Partner **will be based at:
Duties/Responsibilities:
The Finance Team provide strategic financial and commercial services and advice across the organisation to enable the Council’s planning and operational activity to be delivered in sustainable and cost-effective ways. The team operate in accordance with statutory requirements such as the production of financial statements and agreeing annual budgets, with the following key duties:
The be a key member of the leadership team, with the executive director and the assistant directors for a distinct area of the business and represent Finance and Financial Issues. Building effective relationships with Directors and their teams, engaging with stakeholders and colleagues at all levels to generate commitment to goals.

To champion the role Finance Business Partnering can made to the council, integrating business plans with financial planning and practice to ensure resources are used to maximum effect

Be visible to staff and stakeholders and regularly undertake activities to engage and build trust with people involved in service, developing the financial acumen of budget holders.

Take ownership of building effective working relationships with other business partners to ensure the Council’s financial plans are aligned across the team

Provide expert strategic and financial decision support to a Leadership Team and Elected Members to underpin strong financial performance

Through collaboration, engagement, and challenge with Directors, contribute to the organisations Medium Term Financial Forecast ensuring a balanced budget and focuses on service prioritisation and sustainability

Responsible for the preparation and analysis business cases for new activities, investment decisions and decommissioning activities - ensuring that appropriate financial targets are set and that systems are in place to collect sufficient, accurate data on performance

Undertake benchmarking analysis using available national resources, networks, best practice initiatives and vfm reviews, drive and collaborate with the business in meeting challenging budget reduction programmes

Deliver capacity building initiatives to the Council to ensure an ongoing high level of financial management acumen.

Effectively manages a team, ensuring development of staff and achieving results through others.

Understand impacts of financial position in own area and that of the organisation and use insight to curtail or support business and investment activities.

Design and implement appropriate financial procedures to ensure deliverables are achieved.

Responsible for the effective and efficient financial management, in conjunction with the services, including education and training, promotion of self-service, budget setting, forecasting, financial management and year end processes. Management of the Business Partner team to support required outcomes.

Leads strategic organisational projects which are cross departmental, cross functional activities to ensure that the council manages it’s resources effectively, delivering value for money, exploiting opportunities to drive out inefficiencies and generating income where appropriate.

Work with the wider Business Partnering and Finance teams to ensure the skills, experience, methods and processes are consistent and deliver the financial support to the wider organisation. Shared lead on best practice.

Interpreting complex legislation, planning for uncertainty and creating multi-year scenarios when modelling outcomes.

Working with GM, regional and national peer organisations to bring best practice and revolutionary initiatives to support services.

Prepare regular management information and analysis on departmental performance and trends both within the council and across the sector

Support and drive the business area in maximising impact for local residents and businesses through delivery of effective and efficient financial performance

Drive strong financial control and advocate financial priorities to the business through the provision of timely & relevant management information

Lead on the development of the business model. Communicate and advocate these priorities to the wider Finance team

Clarify strategies and plans, giving clear sense of direction and purpose for self and team.

Lead on presentations at cabinet/committee as required on any relevant financial issue

Leads on policy development in area of functional responsibility.

Leads on development of the system, ensuring the relationship with IT supports its full functionality agrees changes as required.

Work collectively to ensure information, processes and activity is of a high standard and uniform across the directorates. Support others in activities within their areas of responsibility to ensure best practice is shared.
