**Job Title**: Strategic Learning Business Relationship lead (Band A)

**Salary**: £69,161 to £79,882 plus a Location allowance of £1,721. You will receive £69,161 the band minimum. Progress to the band maximum of £79,882 will be via incremental progression.

**Location**: Hendon, Sidcup, Westminster

**Job Purpose**:
The strategic learning business partner works closely with our most senior police officers and directors who form the Met Executive to help resolve business problems by:

- identifying opportunities to improve organisational outcomes by using people and learning resources more effectively and efficiently
- commissioning new work within the Learning and Development in response to the needs of the business
- building organisational and learning capability in the relevant business area and using the insight gained from working with the Met Executive to inform longer term resource, training and learning partner relations, talent/leadership management and planning activity within Learning and Development’

There are a range of Learning Relationship Partner roles across the organisation which differ in size, complexity and scope - successful applicants will be matched according to skills and experience.

The key aspects of the role include:

- Providing business specific strategic, consultative services and advice to the MPS Executive (Deputy Assistant Commissioner, staff equivalent and above) relating to the education and learning change related issues impacting their business areas.
- Managing the relationships, supporting the individual needs of specific parts of the business. Pro-actively managing the tensions that can be anticipated between the needs of the local business area and the overarching corporate deployment plan.
- Owning and leading on the implementation of the Met’s Learning Strategy within the relevant functional area, working in close collaboration with the MPS Executive.
- Gathering and sharing intelligence on effective learning management practices and identify where improvements need to be made, so that Learning & Development services are continually improved.
- Being a valued advisor to the MPS Executive on implementing learning change and transformation. Providing guidance and insight reference managing risk via educational context. Helping and coaching Command Teams to deliver complex organisational learning change.
- Challenging senior leaders to implement a learning culture and modernise the organisation’s working practices and not merely to accept the established status quo.
- Maintaining an external focus to identify external trends and anticipate potential impacts on the MPS. Using benchmarking with a view to identifying sector wide best practice, identifying suitable external partners with which to collaborate to drive improved educational and learning within the MPS.

**Skills and Knowledge**:

- Experience of operating on peer-to-peer basis at Executive level - providing guidance, insight and advice across a broad range of business and change issues - not just those that are Learning & Development led.
- Energy and enthusiasm for changes and new ways of working with the ability to challenge the status quo through the use of initiative, creativity and innovative thinking.
- Ability to properly assess and anticipate risk and escalate as needed.
- An ability to recognise key dependencies and inter-dependencies within and across core Learning & Development activities.
- Able to grasp and interpret business strategy and the impact it has on the learning capacity and capability requirements for an organisation.
- Personal credibility and the ability to provide strong leadership, motivation and direction.
- Experience of advising, leading and negotiating at the executive level in relation to workforce education management i.e. planning, L&D processes, financial issues and communication with staff.
- Experience of using statistical and financial information in relation to business performance to influence strategic management decisions.
- A proven track record of managing high profile programmes of work; using risk management appropriately and planning and developing relationships with key stakeholders. Managing links and dependencies between complex and interrelated issues.
