An exciting opportunity has become available, working as a Strategic Data Lead for a large Housing Association.

This is a permanent opportunity, hybrid working in Liverpool, paying 68,000 per annum.

The client is going through a large transformation which will change the way they work and impact everything they do, and they are therefore looking for the right person to drive this change forward and join a dynamic organisation.

The Strategic Data Lead will play a pivotal role in driving the organisations data governance initiatives, fostering a data-driven culture, managing improvements in reporting processes, and developing an analytics operating model across the organisation. You will be responsible for spearheading the strategic vision and execution of data-driven initiatives to optimise operations and enhance decision making within the organisation.

**Responsibilities as the Strategic Data Lead**

Data Governance
- Collaborate with cross-functional teams to identify critical data elements, establish data ownership, and define data governance roles and responsibilities.
- Develop and implement comprehensive data governance policies, standards, and procedures to ensure the accuracy, integrity, and availability of data, including establishing data classification, data stewardship, and data lifecycle management frameworks.
- Define data quality frameworks, including data profiling, cleansing, and validation processes. Implement data quality checks and measures to ensure consistent and reliable data in systems and reporting platforms.
- Define and oversee mechanisms to monitor and evaluate data compliance, addressing any gaps or issues promptly, conducting regular data audits.
- Lead efforts to ensure compliance with data privacy regulations, including the GDPR. Develop and maintain data privacy policies, procedures, retention policies and practices.

Data Culture
- Act as a change agent, influencing stakeholders to embrace data-driven practices and overcome resistance to change.
- Champion a data-driven culture across the organisation by promoting the value and benefits of data-driven decision-making.
- Develop and deliver comprehensive training programs to enhance data literacy and analytical skills among employees at all levels. Establish and facilitate training on data analysis techniques, data visualisation tools, and data-driven methodologies.

Reporting
- Lead the design, development and maintenance of robust reporting frameworks and methodologies. Define reporting requirements, data sources, and data transformation needed to produce accurate and actionable reports.
- Collaborate with stakeholders to identify KPI's and metrics that align with organisational goals and objectives.
- Ensure accurate and timely production of reports and dashboards for internal and external stakeholders, utilising appropriate reporting tools and technologies.
- Monitor and evaluate the effectiveness of reporting processes, making recommendations for enhancements or optimisation's as necessary.

Analytics Operating Model
- Define and implement and analytics operating model that supports the organisations strategic goals and objectives.
- Establish and lead the development of a cross functional reporting centre of excellence or communities of practise creating and implementing best practices, standards, and methodologies to enhance the accuracy, efficiency, and effectiveness of reporting across multiple departments within the organisation.
- Establish standardised processes and tools for data acquisition, integration, analysis, and visualisation.
- Collaborate closely with IT teams to ensure the availability of necessary infrastructure, data architecture, and technologies to support analytics requirements.
- Keep aware of emerging trends and advancements in data analytics, evaluating and recommending appropriate tools, platforms, and methodologies to enhance the organisations analytics capabilities.
- Following the establishment of core data governance functions, lead the evaluation and implementation of advanced analytics techniques, such as predictive analytics, machine learning, or artificial intelligence, to drive actionable insights and innovation.

**Skills and experience required**
- Excellent project management skills, with strong organisational and time management skills.
- Strong understanding of data governance principles, data management practices, and the data lifecycle, with familiarity with industry best practices and standards.
- Proven experience in developing and implementing comprehensive data governance frameworks within large organisations.
- Familiarity with business intelligence tools, data visualisation platforms, and data warehousing concepts.
- Familiarity with regulatory requirements and data privacy laws, ensuring compliance with relevant data protection regulations. Knowledge of GDPR and other data privacy regulations.
