Job Title: Procurement Lead

Location: Barton Mills, West Suffolk (2-3 days per week from home)

Hourly Pay Rate: £28.01 to £32.66 dependent on experience

Hours: Monday to Friday 37.5 hours

Length of the contract: 1 Year Fixed Term Contract

**The Role**

Grafton Recruitment are now seeking to appoint a Procurement Lead to our client based in Barton Mills, West Suffolk. The Procurement Lead is responsible for ensuring the full range of outcomes and benefits are realised from the implementation of the IntegratedTransformation Programme (ITP) and estates programmes procurement activities. These can be complex, multi organisational projects that require a hands-on approach to ensure their successful delivery and that the procurement activities are closely matched tothe desired outcomes and benefits.

**Duties of the Procurement Lead**
- Procurement expert for Operations Support and Estates on the Public Procurement Regulations and associated Case Law.
- Procurement expert for the client on portfolio and sourcing strategy and category management.
- Responsible for and leading on detailed financial analysis and modelling of spend categories and operational processes to support options appraisal. Responsible for ensuring tender evaluation methodologies are appropriate to evaluate different purchasingscenarios and in accordance with the Public Procurement Regulations.
- Responsible for developing and managing an annual Procurement Calendar detailing specific planned initiatives and a 5-year Portfolio Strategy detailing work streams of initiatives which impact across the ITP and estates. Responsible for appropriate prioritisationof initiatives within the Procurement Calendar and Portfolio Strategy and balancing competing priorities to ensure delivery to plan.
- Responsible for benchmarking contract prices as part of the ITP.
- Responsible for ensuring annual audits are undertaken of identified strategic suppliers to measure performance and compliance within contractual obligations.
- Accountable for the financial reporting for the projects within the role.

**Role Criteria**
- Procurement Lead or equivalent experience in a similar role
- Procurement qualification (MCIPS)
- Demonstrable experience of working with a wide and challenging range of stakeholders, managing complex and potentially contentious programme challenges.
- Proven significant period of portfolio management
- Comprehensive knowledge of Public Sector national targets and priorities
- Measurable specialist technical knowledge across the fields of purchasing and contracting including the Public Procurement Regulations
- Proven ability to effectively prioritise and execute tasks while under pressure, without reference to line manager.
- Operational experience in a senior leadership role.
- Previous experience on working on the design, development and implementation of new business processes.
- Experience of the use and development of information systems, working with IT specialists.
