About Homeland Security

The Homeland Security Group (HSG) unites capabilities and expertise to deliver better outcomes from the UK’s response to the most serious domestic threats - Terrorism, Cyber, State Threats and Economic Crime. The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats.

As part of the Home Office, the role of the Homeland Security Group is to:

- Support the Home Secretary to develop and implement strategies to keep our people and interests safe and secure
- Build HMG capabilities to reduce national security risk
- Reduce volume of, and harm from, economic crime, particularly for the most vulnerable
- Work in partnership with public and private sectors in the UK and overseas to deliver better outcomes
- Ensure legitimate economic growth and prosperity

Due to the nature of the role, the volume of work and the increased pressure it would bring on the individual and team, this role is not suitable on a part-time basis. Job share and compressed hours are possible.

**Job description**:
The Protect and Prepare Unit delivers a range of priority activities to strengthen the UK’s protection against a terrorist attack; and to mitigate the impact of a terrorist attack. Work includes:

- Working with partners to improve protective security at public venues (including the delivery of Martyn’s Law);
- Provision of protective security support to faith groups;
- Ensuring the UK has a full range of capabilities to respond to current and future threats;
- Delivery of the national Counter Terrorism Exercise Programme;
- Providing support to victims of terrorism.

This role leads the Protective Security policy team. The post holder will line manage 5 team members. Team members operate hybrid working arrangements between home and office. Some travel across the UK will be required, for which normal travel costs and expenses will be provided as per Home Office policy.

**Person specification**:
The Protective Security role will lead the Protective Security policy team and play a key role within the unit as a member of the Senior Management Team. Responsibilities of the post holder include:

- Strategic leadership and oversight of delivery across multiple protective security programmes, with a primary focus on better protecting the public in venues and public spaces;
- Leadership and management of a high performing team (5 team members);
- Cross-system coordination and extensive partnership working with operational partners (including the police);
- Delivery of an extensive programme of work to mitigate the risk from a range of attack methodologies in line with the National Security Risk Assessment (NSRA);
- Financial responsibility for the programme budget (currently £4m p.a.);
- External engagement with a wide range of interested parties including venue owners and operators, industry sectors; and security experts (including public speaking at events);
- Coordination and support of protective security equities in major events planning, science and technology and communications portfolios;
- Wider corporate leadership responsibilities across the unit and directorate.
