Lancashire, Blackburn with Darwen and Blackpool's Children's Safeguarding Assurance Partnership (CSAP) is looking for Independent Safeguarding Scrutineer (s) to provide leadership and help deliver the strategic vision. The role is critical to provide assurance in judging the strength and effectiveness of the multi-agency arrangements to safeguard and promote the welfare of all children and young people across the County.

CSAP want to learn about the lived experiences of children and young people, keeping their needs and perspective at the heart of everything we do, understanding their observations about what is done well and what we need to change as a system.

Building on existing arrangements, the post holder will promote, facilitate and champion partnership working and provide robust and constructive challenge to improve outcomes for children and families in Lancashire.

As a critical friend, they will advocate reflection and promote continuous improvement, providing scrutiny of the effectiveness with which we are embedding a practice learning culture with all frontline staff and volunteers.

The Independent scrutineer will act as a public representative of CSAP, reiterating the importance of safeguarding being everybody’s business, challenging discrimination and promoting diversity. They will ensure voices of individuals at risk of harm, their families and carers are heard and acted upon at all levels.

The post holder will help to develop and lead the partnership's Quality Assurance and Scrutiny framework, contributing to the Annual Report setting out their assessment of the CSAP's efficacy with findings and recommendations.

This role requires a resilient individual with enthusiasm, commitment, and determination to drive forward this important agenda, bringing inspirational leadership qualities and significant partnership board level experience to build credibility with a range of stakeholders whilst being an innovative and creative thinker.

You will be accountable to the Lead Partners: Lancashire County Council, Blackburn with Darwen Council, Blackpool Council, NHS Lancashire & South Cumbria Integrated Care Board and Lancashire Police and will have the support of the Joint Partnership Business Unit in undertaking your role.
