**Job description**:
The Head of Capability is a key role within the Function’s growing Capability team. This is an exciting time to join the team as we are embarking on an ambitious programme building grant making capability across Government Departments and grant making Arms Length Bodies. A key element of our future strategy is the grants Licence to Practise a step change in building grant maturity and towards Accreditation for grant makers to drive up grant making skills.

This post holder will lead the development of learning pathways, engagement and high quality learning products. In addition the post holder will be instrumental in the development and delivery of the Grants Capability offer including the Licence to Practise programme.

A key element of the work of the team is the ability to work in a collaborative and consultative style through joint working with
- Central departments
- Grant making arm’s length bodies
- Other government Academies, in particular Finance and Commercial.

**Key requirements of the post are**:

- Deliver the government strategy for increasing capability, as part of the wider GGMF strategy - to include the government Grants Centre of Excellence and Grants Licence to Practise as the key deliverable;
- Develop bite size training modules, working with expert stakeholders and external suppliers, covering specialisms, together with key areas of weakness in the grant making process;
- Develop a grants learning pathway for government, taking account of the individual needs of all professions involved in grant making such as Policy, SORs, Finance, Fraud, Legal, Audit, Commercial;
- Development and delivery of a Grants Licence to Practise in order to drive up standards of capability across Departments;
- research accreditation processes for similar professions, such as Commercial and Counter Fraud, and building on best practice, to develop proposals for moving towards an accreditation process for government general grant making, with a view to introducing an industry standard - to include how grants accreditation will interact with accreditation for other professions;
- Have oversight of the Grants Centre of Excellence, to develop content and ensure that all content supports the grants learning pathway and that guidance and products are aligned to the grants learning and development programme;
- Lead the development of evaluation and surveys, to ensure continuous customer feedback is captured and action taken, for all products whilst in development, and after they are in use;
- Leadership and oversight of the cross-government Grants Best Practice Network, the Grants Centre of Excellence, the GGMF Newsletter, the Grants Champions’ Discussion Forum, ALB Working Group, Capability Working Group and the cross-government SOR Network; and
- Lead a team of 1 experienced SEO and 1 experienced HEO
