**Who are we?**

Wiltshire Council established Stone Circle as a Local Housing Company in 2019 to provide an additional source of housing, to compliment the Council’s internal efforts. The group is a commercial entity with social values at heart. In practice, this means we work to address wider housing need in the county whilst providing a financial return for the Council.

To date, we have focused on providing sub-market rental accommodation in key parts of Wiltshire and developing council-owned land to bring new homes to the market. The group has just entered its fifth year of operation and we have plans to substantially grow our activities, scale of operations, and investment in Wiltshire.

**The role**

A new role has been created in line with our growth - as such, we are looking for an Income Officer to join the Housing Company. The Income Officer will be responsible for managing the collection of rent on the Company portfolio (currently 170 properties, with plans to reach 250 by March 2025). The role will require the Income Officer to support residents who may be facing financial difficulties; implementing effective arrears recovery strategies and working closely with tenants to sustain their tenancies. The Housing Company currently has two direct employees, with plans for several more hires to be made this year. The Income Officer will report into the Housing Manager.

The group operates a remote working model (all equipment is provided). Whilst the role is remote, the Income Officer will need to regularly travel to properties around Wiltshire to meet with tenants. Mileage will be reimbursed in line with the Company’s expense policy.

**Key Responsibilities**:

- Rent Collection: Manage the timely collection of rent from tenants, ensuring compliance with payment schedules and terms.
- Arrears Management: Identify and address rent arrears and outstanding debts, working with residents to establish manageable repayment plans, and providing support to prevent further arrears.
- Financial Support: Offer advice and guidance to residents experiencing financial difficulties, signposting them to relevant support services and assisting with benefit claims and budgeting.
- Tenancy Sustainment: Work proactively to sustain tenancies by providing support and assistance to residents, including those at risk of eviction or housing instability.
- Liaison and Communication: Maintain regular and effective communication with tenants to resolve financial issues and ensure compliance with tenancy agreements.
- Data Management: Maintain accurate records of rent accounts, arrears, and payment plans, ensuring that all information is up-to-date and in compliance with data protection regulations.
- Reporting: Prepare regular reports on rent collection, arrears, and income management, providing updates and analysis to the Housing Manager and other relevant stakeholders.
- Policy Compliance: Ensure compliance with company policies, relevant legislation, and regulatory requirements related to income management and tenancy sustainment.

**Requirements**:

- Previous experience in income management, debt recovery, or financial support within a private housing or social housing environment is desirable.
- Strong understanding of housing and tenancy management processes, including rent collection and arrears management.
- Knowledge of welfare benefits, housing legislation, and support services available to residents facing financial hardship.
- Excellent communication and interpersonal skills, with the ability to build rapport and trust with tenants and external stakeholders.
- Ability to work independently and as part of a team, with strong organisational and time management skills.
- Proficiency in using relevant IT systems.
- Full UK driving licence and access to own car.
