We have a fantastic opportunity for a dynamic and creative individual to join our Business Development & Change Team in Neighbourhoods & Housing, to help steer the service through a time of important and essential change in the social housing sector.

As a Senior Change Officer, you will play a critical role in leading the change projects necessary for the service to improve and succeed within the strengthened and much more rigorously regulated environment in which social housing now operates, following the introduction of the Social Housing (Regulation) Act 2023 and Consumer Standards Framework - all of which represent the biggest change to social housing in many years.

In this role you will be at the heart of our response to that new regulatory framework, playing a key part in the delivery of the programme of works required to develop the service against the four pillars of Consumer Standards defined by the Regulator of Social Housing:

- Safety & Quality - stock and asset management, compliance, repairs etc.
- Transparency, Influence, and Accountability - diverse needs, engagement with tenants, treating tenants with fairness and respect etc.
- Neighbourhoods & Community - management of shared spaces, anti-social behaviour, domestic abuse etc.
- Tenancy - allocations and lettings, sustainment, mutual exchange etc.

The programme of works aligned to the above pillars is governed by the Service Improvement Board (SIB). Chaired by the Chief Executive, with Council-wide membership, including key partners such as KWL, the SIB is dedicated to ensuring the service responds and adapts to the new regulatory landscape by delivering a programme of strategically defined, targeted, and measurable change.

As a Senior Change Officer, you will:
Have experience in leading and delivering change projects, in a complex environment with multiple factors and many moving parts.
- Display excellent interpersonal skills and be able to work in a matrix-management style with colleagues from across our service, other Council services, and partners and suppliers, such as Procurement, ICT, Legal, KWL etc.
- Provide a solid source of trusted advice, guidance, and support to help operational delivery teams through periods of uncertainty and change.
- Have a positive attitude and put the customer and excellent social housing provision at the heart of everything you do.
- Have experience in leading and delivering change projects, in a complex environment with multiple factors and many moving parts.

Importantly, you will form part of a very supportive, experienced, and friendly team of housing and change professionals, which works together to help managers and decision-makers across the service advance and adapt and provide the best customer-focused service possible.

Now is a really exciting time to join our team as we move into a new era of social housing provision, governed by the Regulator of Social Housing. If you would like to help shape that era, please apply.

For an informal discussion about the role please contact Jason Gould or Emma Warwick. Or, if you would like to hear what it’s like working in the Neighbourhoods & Housing Business Change Team from a potentially future colleague, please contact Clare Leader, Lisa Grainger, or Rich Newlove.
