The Department for International Trade develops policy, negotiates trade agreements for the UK, and promotes UK trade and investment around the world. We are seeking a Grade 7 policy and negotiations lead for the Mobility Team. The Mobility Team sits within the Trade in Services Team, in DIT’s Trade Negotiations Group.

The Trade in Services team develops UK trade policy on service industries. The team leads negotiations on services and mobility content for free trade agreements and in multilateral organisations, such as the World Trade Organisation. Our goal is to open markets for UK suppliers and improve rules on services trade, supporting the growth and success of the UK’s services sectors.

This is a fast paced and exciting area of trade policy with significant levels of Ministerial, Whitehall and international exposure. We have an ambitious programme of trade negotiations, so you will likely work on negotiations with several countries in parallel. As a Policy and Negotiations Lead you, and your team, should be able to operate independently, collaborating across Whitehall, with external stakeholders, and with dedicated expert legal and analytical teams within the Department. You should also be able to lead on the development of robust policy, drawing together and considering information from different sources to reach defensible conclusions. You will represent the UK internationally, leading teams in negotiations with our trading partners and build trusted and collaborative relationships, while defending UK positions and ensuring positive outcomes.

**Job description**

The role will focus on developing trade policy and preparing for and leading bilateral negotiations focused on progressing the UK’s interest in mobility through trade agreements. In this role you will:

- Further develop evidence-based services trade policy, considering UK experience from recent negotiations and trends in wider international practice.
- Lead country-specific negotiation strategies for services content of free trade agreements, working closely with the Chief Negotiator and their support team.
- Lead both trade negotiations and informal discussions with other countries, often representing the team and our range of interests in a free trade agreement.
- Create strong, collaborative relationships across Whitehall with key Departments to deliver through virtual teams, developing robust and joined up policy and negotiating positions.
- Lead engagement with key stakeholders within and outside government, ensuring that insights feed into UK trade policy and negotiations.
- Progress the UK’s policy position on mobility, working across Whitehall to ensure diverse interests are represented.
- Produce briefing for ministers and senior officials, drawing input from across the team and Department.
- This role has line management responsibilities of 2 experienced SEOs. The postholder will also need to deliver through wider ‘virtual teams’ of services policy experts for specific projects or negotiations.

Please be aware that this role can only be worked from within the UK and not overseas.

Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.

Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average. If your office location is London, you will be eligible to receive London weighting.

**Essential Criteria**
- A track record in delivering through collaboration and partnering within government, where there are diverse and potentially competing interests.

**Desirable Criteria**
- Knowledge of trade policy (particularly services policy), economics, and or a good understanding of the UK’s immigration system.
- The ability to lead and manage programmes at pace in a high-pressure, politically uncertain environment.
- Strong policy development skills and an ability to establish yourself as recognised expert across Whitehall.
- Experience in leading international negotiations or engaging partners internationally.
- Experience in leading teams through times of significant uncertainty.
