**Job Title: Town Maintenance**
**Hours of Work: Average 24 hours per week; and**
**up to 30 hours per week during periods of annual and unplanned leave by Council staff and if special markets are arranged: Deputising for the Market Superintendent;**
**Flexible but primarily over the market days of Tuesday, Thursday and Saturday.**
**Responsible to: Market Superintendent**
**Salary: LC1 (substantive Range, SCP 7 - 12)**
**£22,369 - £24,496 (pro rata) £11.63 - £12.73 per hour and Local Government Pension Scheme enrolment**
**Responsible for: Town maintenance and deputising for the Operational Management and Administration of Honiton Street Market.**
**Job Purpose**
1. To undertake maintenance work for which the Council is responsible, including at the flowerbeds, Roundball Wood, the Beehive, footpaths and High Street.
2. To arrange the safe opening and closing of the Market, not least moving location traffic cones and tape, to enable traders to set up and close down. This will involve unsocial hours.
3. To help with (and deputise for the Market Superintendent) the responsibility for management and operation of Honiton Street Market in accordance with the Council’s Market Rules, Financial Regulations and other related policies.
4. To work with market traders and alongside the public and shopkeepers.
**Key Activities**
Town Maintenance:
1. To carry out routine maintenance work as directed by the Market Superintendent.
2. To be able to drive and can use own vehicle for Council business. However, a Council vehicle is planned to be provided.
3. To liaise and contribute to the Council’s Maintenance Working Group of Councillors.
4. To work safely and when necessary, alone in accordance with the Council’s policies.
During periods of Market Superintendent cover:
5. to help the day-to-day operation of Honiton Street Market in accordance with the Market Rules and to ensure the safety of traders, their customers and the public, including preparation of and agreeing Risk Assessments.
6. To help maintain control over and take actions to meet the street market budget as agreed annually by the Council and to liaise with the Market Superintendent over potential variances.
7. To exercise control over stall holders as to type, size and position of stall and to ensure that the market is conducted in an orderly manner.
8. To liaise with the Police, Devon County Highways, Streetscene and other partners to ensure there are no health & safety risks, obstruction arising from the placing of market stalls to motor traffic or pedestrians and all in accordance with the Market Charter and market rules.
9. To help collect and maintain trader information, trader registration, insurance information, parking and collect market tolls and all other payments due from market traders and reconcile and deposit (bank) all income received in accordance with the procedures agreed by the Council.
10. To ensure that rubbish generated by the market is appropriately disposed of in accordance with procedures agreed by the Council.
11. To help undertake all administration duties connected with the market during periods of absence of the Market Superintendent.
12. Be a calming influence should there be any dispute between traders or public. To report any altercations in writing to officers of the council.
General:
13. To comply with the Council’s Governance and Policies.
14. To undertake necessary training as identified by the Town Clerk from time to time.
15. To liaise where appropriate and when directed by the Market Superintendent with outside contractors carrying out work on behalf of the council.
16. Carry out any other relevant activities, commensurate with the post, in negotiation with the Market Superintendent and Town Clerk.
**Person Description**
The post holder should be organised and able to deal with Councillors and the public in a professional manner. They should be a good team player and work closely with Council staff with Members of Town Council. Desirable specific skills include:
1. Good basic education; GCSE in English and Maths or equivalent.
2. Evidence of practical experience relative to the job including maintenance.
3. A strong commitment to customer care. Makes every effort to meet the needs and to exceed the expectations of customers
4. Ability to remain calm under pressure and when responding to the demands of “difficult” circumstances.
5. Accepts responsibility for their own work activities, behaviour and personal development
6. Communicates honestly, openly and clearly.
7. Ability to work alone as well as part of a team.
8. Ability to undertake maintenance works including using tools provided by the Council.
