Principal Transport Planner

Here at National Highways we have an exciting opportunity for you to join us as a Principal Transport Planner within the Transport Planning Group. The job holder will provide a range of services on behalf of the Head of Transport Planning, including theprovision of detailed technical expertise in one or more areas of transport planning to areas of the company that need advice and leading the development of an inhouse modelling capability.

With a team located across England, the location of this role is flexible. Travel between office locations within National Highways and other stakeholder offices will be required. We are happy to accommodate part-time and flexible working arrangements.

What you’ll be leading on
- The job holder will be responsible for providing detailed technical expertise in one or more areas of transport planning, strategic modelling and appraisal, acting as a focal point and mentor for that area, developing new bespoke approaches as necessary.
- The holder will be responsible for the specification and delivery of research and development projects across all aspects of transport planning, transport modelling and appraisal; such projects may be undertaken in-house or through the supply chain, andthe job-holder will have resourcing and/or financial responsibilities respectively. The job holder may also act as a research lead and coordinator for the Transport Planning Group,
- The job holder will be responsible for overseeing the design, development, delivery and maintenance of relevant and proportionate modelling and/or appraisal platforms.
- The job holder will provide leadership within the Transport Planning Group and may be responsible for overseeing the work of a team of senior transport planners and transport planners as required; mentoring and ensuring the continual development of theteam’s skills and technical expertise in line with business priorities and objectives.
- The job holder will lead and manage relationships with internal stakeholders e.g. project sponsors and project managers, to develop, advise and oversee transport planning-based analysis as well as supporting engagement with external stakeholders, such asthe DfT.

To be successful, you will
- Have the in-depth level of technical knowledge and experience in transport planning and modelling that could be characterised by an MSc level degree in Transport Planning and/or a significant period spent in the industry.
- Have expert knowledge of the operation of highway and planning authorities and their interaction with the strategic road network.
- Understand the extent to which transport models provide the data sets which influence the identification of problems and likely solutions experienced by the strategic road network; including but not limited to air quality, noise, carbon modelling and beable to communicate the strengths and weaknesses of such outputs.
- Be able to plan their own workload effectively and be able to effectively manage and develop others.

The Customer, Strategy & Communications Directorate is responsible for developing the future vision and direction for National Highways and within this the Chief Analyst’s Division (CAD) leads and develops National Highways’ analytical capability. Sittingin CAD, the Transport Planning Group plays a key role in developing and assessing solutions to address highway network issues and provides assurance to decision makers to ensure informed decisions are made.
