SURREY ACF BATTALION (PWRR) is home to 500 cadets and 130 Adult Volunteers spread across 23 detachments. These are all supported by the Permanent Support Staff, led by the Cadet Executive Officer for the county. One of the highlights of the year is the annual summer camp which is attended by Army Cadets and Cadet Force Adult Volunteers, supported by permanent support staff.

**JOB DESCRIPTION - CADET EXECUTIVE OFFICER, FOR SURREY ARMY CADET FORCE, BASED IN GODALMING (SALARY £41,173)**

**Job Title**:Cadet Executive Officer

**Job Grade**: C2 All Hours Worked (AHW)

**Department**: Surrey Army Cadet Force (ACF)Professional Support Staff (PSS)

**Reporting to**:Deputy Chief Executive (DCE)

**General Description**

1. The Cadet Executive Officer (CEO) is a Crown Servant and a full-time employee of South East Reserve Forces’ and Cadets’ Association (SERFCA).

2. He/She is also the professional adviser to the ACF _County _Commandant, assisting him/her to carry out their responsibilities (as defined in the ACF Regulations).

3. The CEO is the senior member of the County Professional Support Staff (PSS) and responsible for the day-to-day administration of the Headquarters, Cadet Training Centre and other facilities utilised by the _County_. The CEO supported by clerical Administrative Officers (AOs), a Cadet Quartermaster (CQM), Cadet Stores Assistant (CSA) and a number of Cadet Administrative Assistants (CAAs).

4. The CEO is responsible to the SERFCA in matters of organisation, administration and Health and Safety at work.

5. The CEO is on an All Hours Worked (AHW) Contract that recognises the requirement for additional hours to be worked in the evenings and at weekends and is based on an average working week of 47.5 hours (including lunch breaks). AHW staff do not receive overtime but are to manage the peaks and troughs of their available working hours in accordance with Staff Regulations and the Government’s Working Time Directive.

**Responsibilities**

6. Provide advice to the Commandant in support the implementation and administration of all relevant regulations and legislation.

7. Management of the Professional Support Staff and RFCA employed HQ staff (AOs and cleaners) including annual appraisals, developing objectives, support and training;
8. He/She is the Designated Safeguarding Officer for the County.

9. Management of Public and Non-Public funds in accordance with RFCA Financial Instructions.

10. He/she is the County Security Officer in accordance ACSO 2007 and responsible for the aspects of security as directed by the RPoC.

11. In accordance with ACSO 1105 keep the Commandant informed of any concerns regarding the estate, provided by the RFCA, that is utilised by the County.

12. Administration of the ACF within the County including:
a. Supporting the Commandant in the planning, delivery and execution of the administration for the annual camp.

b. The overall supervision of the Westminster IT system within the County Headquarters.

c. The collation of statistical information and returns for internal and external management control, including control and allocation of volunteer allowance.

d. Support the Commandant in the appointment, vetting and posting of all Officers and Adult Instructors.

e. Preparation of documentation in support of ACF Officers Commissions Force Commissioning Boards (CFCB), including the pre CFCB and all CFCB Westbury paperwork.

f. Supports the raising, disbanding and inspection of detachments.

13. Attendance at SERFCA meetings and events as required and act as Secretary for local committees as directed by the DCE.

14. Provide support to the welfare of cadets and adults when on Cadet activities.

**Health and Safety**

15. The main Health and Safety responsibilities are to:
a. Ensure the delivery of County Health and Safety Policy and procedures relating to ACF facilities within the Countyarea of responsibility and advise on the utilisation of RFCA provided facilities.

b. Understand the requirements of the Health and Safety at Work etc. Act 1974, the Management of Health and Safety at Work Regulations 1999 and all other relevant Regulations and Codes of Practice.

c. Establish and approve safe systems of work for the PSS (and any other employed staff under the CEOs direct control) and periodically monitor and review those procedures to ensure they remain relevant and valid.

d. Identify the SHEF training needs of the PSS (and any other employed staff under the CEOs direct control).

**Liaison**

16. Liaison as required with the following:
a. The Regional Command Safeguarding Hub (RCSH).

b. County/Sector/Battalion staff within other RFCAs.

c. RPOC staff and both Regular and Army Reserve Units (including the Cadet Training Team).
