**Job summary**:
The role of Senior Performance and Planning Officer in this high profile team is critical to ensuring that Cabinet Office can be a leader in strategic planning across government and can provide Senior Leaders and Ministers with the on-going performance reporting required to support evidence based decision making.

As a Senior Performance and Planning Officer you would be expected to significantly contribute to the full life cycle of the Cabinet Office Strategic Plan, working with key stakeholders to ensure that the plan reflects the high profile work undertaken in Cabinet Office, which can then be monitored through a quarterly performance regime through our internal governance structures, to central government and to ministers.

The team is currently split between our new and expanding 2nd Headquarters in Glasgow and London, and this is an opportunity to be part of our journey.

**Job description**:
The Performance and Planning Officer will work across the Strategy Unit to support strategic planning and strategic performance, as well as working on key priorities for senior leaders and Ministers as they emerge.

The role is based in a small team which works closely together to manage the full life cycle of strategic performance and planning. The post holder will have significant opportunity to be involved in high level policy and strategy work at the Corporate Centre of Cabinet Office and will be expected to work closely with a wide range of key internal and external stakeholders.

**Person specification**:
The role includes the following main responsibilities:

- Supporting the development of the Cabinet Office Outcome Delivery Plan including Strategic Priorities and the Strategic Enablers which support delivery Corporately.
- Preparation and Commissioning of performance data from Business Units and analysis of returns to produce key products including the Quarterly Performance Report and Corporate Scorecard which are reported to the Performance and Risk Committee, Executive Committee and Cabinet Office Board.
- Collating information and data and bringing this together to provide succinct reports and briefings to senior leaders and Ministers on a variety of policy and strategy areas.
- Working with Business Units to develop best practice in strategic planning and the setting of performance metrics and to continuously review the suite of metrics with stakeholders to ensure they measure what is required.
- Working towards improved platforms for data collection and data visualisation including the cross government project reporting platform.
- Regular reporting to Her Majesty's Treasury (HMT) on performance against our Outcome Delivery Plan and in other areas such as Cabinet Office contribution to Sustainability Goals and participating in cross-government communities of practice.
- Collect and present performance data to support the Performance and Risk Committee undertake deep dives of Business Units as part of its Business as Usual, providing insightful analysis and comment.
- Support the Strategy Unit team to deliver key outputs in response to requests from Senior Leaders and Ministers in the form of policy and strategy requests.

**Essential Skills**:

- Strong analytical skills, including the ability to derive insight from multiple data sources, use of data to support debate, and problem-solve complex challenges.
- Stakeholder Relationships - comfortable engaging stakeholders at all levels to drive continuous improvement and deliver key messages on performance
- Communication - concise written and report writing skills and comfortable influencing and verbally presenting to senior stakeholders to persuade and drive positive action
- Strong experience of using or willingness to learn quickly Google Suites, and other specialist software to analyse and present business intelligence data in a clear, concise and compelling manner
- Experience or understanding of Strategic Planning and Performance Management including the measurement of outcomes to support the delivery of strategic priorities
- Experience of leading or being involved in change projects
