**Public Sector Partnership Services (PSPS) is looking for its next Chief Finance Officer.**
- The Company_

PSPS is a local authority trading company which is wholly owned by its three shareholder Councils, South Holland District Council, East Lindsey District Council and Boston Borough Council in Lincolnshire. Established in 2010; PSPS delivers a range of front and back-office services which includes, HR & Payroll, Financial Services, ICT and Digital, Revenue & Benefits, Customer Contact, Health and Safety and has an internal Corporate Services function. It is also due to commence the delivery of a new Procurement & Contracts service from April 23.

PSPS employs circa 285 employees with offices in Spalding, Boston and our new offices in Horncastle. The Finance service delivers the end-to-end financial services to the three Councils and for PSPS, which includes Strategic Finance, Business Partnering, Treasury & Investment, Capital, VAT, Accounts Payable, HRA and Systems and Projects.

Our three Councils have recently created an award winning sub-regional Council partnership, known as the South and East Lincolnshire Council Partnership (S&ELCP), which has recently secured significant investment through levelling up. The Company (PSPS) operates at arms-length from the Councils and its governance arrangements are overseen by a Board of Directors.
- The Role_

The Chief Finance Officer (CFO) is responsible for the strategic delivery and performance of the Finance service. The CFO is supported by three Deputy CFO’s and a wider Finance Management Group across the finance business areas. The CFO will also responsible for strategic service oversight and line management of the Head of Revenue’s & Benefits and Head of Procurement & Contracts, both of which have their own experienced Head of Service.

The Councils have a Deputy Chief Executive who operates as the Section 151 Officer and will be a key stakeholder/client to the CFO, along with Elected Members, Finance Portfolio Holders and the company Board of Directors.

The CFO reports directly to the Chief Executive of PSPS, and is part of the company’s Senior Leadership Team, sitting as part of its Corporate Management Group. The CFO is responsible for ensuring the day-to-day delivery and annual cycle of the Councils and Company financial services are delivered effectively and on time. This will range from ensuring the effective management between Business Partners and their budget managers, through to the oversight of the annual budget setting process, to close down and audit process. The role will be varied and challenging, however it has a dedicated team of experienced finance professionals to support the delivery.

The CFO is the Financial Controller for PSPS and will occasionally deputise for the CEO as and when required.
- The Person_

We are looking for a transformational finance leader, who is CCAB qualified (preferably CIPFA/CIMA) and who has gained a significant part of their experience within a local government environment at District level. They should also have experience of leading change, manging effective stakeholder relationships and leading business improvement.

We are open to whether this is a sideways move or open to this being the next step for an experienced financial professional who is now ready to lead their own service, with a diverse and experienced team in a commercial/public setting.

The current CFO has led significant change, overseen the implementation of a new finance system (Unit4) across the four organisations, supported the onboarding of a third Council into PSPS and supported the start of alignment and delivery across the S&ELCP partnership.
