**Job summary**:
The primary purpose of the role is to lead the development and management of a series of projects to improve disability data across government. The role involves preparation of ministerial briefings and submissions, the provision of substantial technical advice and expertise to colleagues to inform the technical elements of project development, input to work on complex evaluation, and the provision of high-quality data and analysis to support policy colleagues in the Disability Unit and across government.

The role is situated within the Equality Data and Analysis Team, reporting to the Head of Disability Evidence and Insight. This is a strategic role focused on project development and delivery to meet key commitments.

**Job description**:

- Identification of strategic opportunities to improve the Government disability evidence landscape, including discussing priorities with policy professionals
- Providing high quality evidence and analysis to support fast-paced and high-profile policy demands, ensuring evidence is interpreted and presented accurately
- Leading on issues of disability data quality within the Equality Hub Data Quality Group.
- Leading work on the evaluation of a complex system
- Representing the Equality Hub within appropriate cross-government Champions networks (harmonisation, data quality, reproducible analytical pipelines)
- Leading analytical support to policy development
- Preparation of ministerial briefings and submissions
- Effective development of business cases and spending review bids
- Effective budget management, forecasting, and planning
- Independent navigation of procurement and commercial processes
- Effective management of contractors to ensure timely project delivery

**Person specification**:
The role requires understanding of the Government disability data landscape, and familiarity with key data sources, high technical skills, project management skills, and the ability to develop and manage complex and wide ranging analytical projects independently. The role involves working flexibly and at pace, to meet challenging deadlines whilst maintaining an excellent standard of work.

**Knowledge**
- Knowledge of data quality dimensions, and ability to critically assess the quality and robustness of data sources.
- Knowledge of government commercial and procurement processes to allow complex projects to be advanced at pace.

**Skills**
- Ability to analyse, communicate and present analytical results clearly and concisely
- Good drafting skills, for the production of briefings, submissions, and analytical reports
- Project management skills
- Ability to ‘see the big picture’
- Strong interpersonal and leadership skills, with the ability to develop productive relationships across government and effectively lead cross-government projects.

**Experience**
- Experience working with uncertainty in a dynamic environment
- Experience disseminating data and analysis to deliver impactful insights which drive decision making
- Working flexibly and pragmatically in an environment where limited data are available and significant data quality issues exist
- Evaluation experience, ideally including experience of evaluating complex systems
