The Role

We are looking to fill an Associate role in the Capital Markets Policy Department within the Supervision Policy and Competition Division. SPC has a vital role to play in enabling the FCA to act early and decisively when market issues appear on the horizon, in making make smart policy proposals and in delivering the FCA's mandate to promote effective competition.

Capital Markets Policy

The Capital Markets Department is at the forefront of developing policy solutions in the wholesale markets, considering new policy tools within the evolving UK legal and regulatory framework and working with international partners to meet the FCA’s core objective of market integrity. We are at the forefront of delivering the FCA’s three-year strategy in particular promoting competition and positive change.

We are looking to fill an Associate role in the Market Conduct & Post Trade Policy team. You will join a dedicated team of policy professionals who are focused on shaping creative and evidence-based policy solutions that benefit consumers, markets and competition. We work collaboratively to solve problems and flexibly to delivery market integrity. We are committed to sharing our knowledge and encouraging new ideas.

This is a critical and exciting time to be closely involved in the shaping of the future policy framework for the UK’s wholesale markets in order to improve the functioning of the UK market and to respond to new challenges and issues. This role will provide unique experience of working in a dynamic environment at the heart of the FCA’s agenda for developing the UK financial market and will contribute directly to our successful delivery of our statutory objective of ensuring that markets work well.

Market Conduct & Post Trade Policy

What does the role involve? What are the key responsibilities?

The Market Conduct & Post Trade Policy team is responsible for ensuring wholesale markets function well and efficiently. The team is responsible for implementing policies relating to market abuse, short selling, derivatives, securities financing and settlement.

It does this in a number of ways:
- Leading the development of domestic and international standards for market abuse, short selling, derivatives, securities financing and settlement- Working with HM Treasury and the Bank of England on the broader UK policy on market infrastructures and market conduct-
- Identifying and mitigating future areas of risk in wholesale markets- Working openly and cooperatively, both with our internal stakeholders (Supervision, International, General Counsel Division, Secondary Market Oversight, Competition, etc) and externally.

As an Associate in the team, you will be contributing to the operational workstreams that help support the delivery of the team’s objectives. This includes:
- Contributing to policy workstreams within the team’s portfolio, including policy analysis and assessments, writing and publishing materials such as Consultation Papers and Policy Statements. This includes policy development as part of the Future Regulatory Framework and other initiatives as part of HMT’s Edinburgh Reforms, including supporting HMT to implement the FMI Sandbox.- Internal and external stakeholder engagement (such as HMT, the PRA and the Bank of England) to support the delivery of the team’s policy workstreams.- Providing policy and supervisory support to internal stakeholders relating to the team’s portfolio

Skills/Experience Required

Minimum- A demonstrated interest in wholesale financial markets- A demonstrable proactive working style- Experience of working at pace and prioritising effectively

Essential- Strong stakeholder management skills and communication skills- Willingness and ability to learn new areas of markets and policy quickly- Collaborative and flexible approach to support team members- Positive, enthusiastic, constructive and “can do” attitude
