What is an Immigration Removal Centre (IRC)?
An IRC is a secure building that holds detained individuals (residents) who are held prior to their removal from the United Kingdom or for nationality and identification purposes.
There are currently 6 IRCs in England and 1 in Scotland, with 2 more planned to open in England in the near future.
All IRCs are overseen by the Home Office’s Immigration Enforcement Detention Services and are contracted out to private companies known as IRC Suppliers who ensure all aspects of the IRC are run safely and securely within rules and legislation.
Details of Detention Operations.
Detention Operations are part of Detention Services and have staff based in all IRCs across the UK they ensure the residents detained there are being cared for safely and securely by the IRC Supplier in line with the standards set out by the contract and relevant legislation.
Several teams are also based within Detention Operations providing support and giving direction on multiple priorities.
This is a new and exciting opportunity to work in a fast paced and varied role. As Head of Incident and Counter Corruption Hub, you will set up this new team including recruitment. You will be responsible for both ensuring that incidents within IRCs were responded to appropriately whilst operating in line with Home Office expectations, legislation and published standards and policies and, for the development, implementation and promotion of a Counter Corruption Policy.
Whilst the work is primarily focused on preventing incidents and strengthening professional integrity, it will also require a broad oversight of resident welfare and the welfare of staff and the public.
Frequent liaison with other Immigration Enforcement (IE) and Home Office (HO) teams is an equally pivotal aspect of the role.
Management of the following areas and compliance with relevant rules, regulations and guidance:
- Developing, implementing, and promoting a framework to review incidents within the IRC estate with contract suppliers and local DS teams, agreeing actions and sharing best practises to minimise future occurrences.
- Providing direction to operational staff on the management of incidents, creating a reference guide and reporting template.
- Management and testing of service provider contingency plans
- Developing, implementing, and promoting a framework on counter corruption to ensure DS and service providers remain resilient to this key operational threat.
- The development and the delivery of training to service providers and DS staff based on lessons learned after incidents and counter corruption procedures.
- Pattern and trend analysis to help prevent incidents within the IRCs.
- Leading on ‘cold debriefs’ post incidents, chairing lessons learned meetings, pushing through recommendations, and providing regular updates on progress to the Head of Detention Operations and the SCS for Detention Services.
- Working collaboratively and innovatively with service providers and other agencies in the lawful management of intelligence dissemination.
- Regulation of Investigatory Powers Act (RIPA)
- Attending relevant boards/meetings and actively contribute either as chair or team member
- Setting up and chair committee meetings as set out in the Counter Corruption framework, setting national direction to fill knowledge gaps and encourage collaborative working.
- Producing reports as required and ensure that the response to all correspondence is within agreed timescales.
