Overview:
Her Majesty’s Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales. It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet. HMCTS is undergoing a period of unprecedented change, which is being managed through a range of change programmes with a combined budget in excess of £1billion. The main change programmes are:
HMCTS Reform - A once-in-a-generation opportunity to transform the entire HM Courts and Tribunals Service, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all.

The HMCTS Finance, Governance and Performance function will have a pivotal role in supporting senior stakeholders and their teams through the change, with the right strategy to build the necessary organisational capability and to realise the benefits needed.

Job Purpose

The Senior Finance Business Partner will have overall responsibility for managing the financial and commercial support for a specific business portfolio or suite of portfolios in HMCTS. This is a strong leadership role; you will act as a leader for your own finance team and for the finance business partner community, as well as playing a leadership role as part of the SLT. It is as much about relationships, stakeholder management and business understanding as it is about financial technical skills.

This role is central to the relationship between an individual business area and the finance function. You will use your strong leadership, technical, negotiation and influencing skills and a sound understanding of the business unit/s to provide strategic advice, constructive challenge and effective scrutiny to senior operational colleagues. You will ensure that budgets are well constructed, managed and monitored and support senior managers in the production of business cases and plans to deliver improved performance, managed risk and better value for money.

Your technical knowledge and ability to work constructively and confidently with senior teams will make you a valued contributor the decision-making process and a champion for change within your business, its external relationships and in wider government projects. This post holder will need to establish and develop effective working relationships with a number of stakeholders. You will build trust and confidence with your partners and be a valued member of senior management teams, committees and boards.

Commercially astute, you will guide the development of business cases for investment and help the business to reach sound procurement decisions. You will be determined to deliver first class stewardship of public funds and excellent value for money. You will ensure that financial or commercial decisions are supported by good quality and up to date management information and relevant data. This role will improve the impact, and understanding, of financial reporting on business performance.

Your responsibilities will include:

- Developing a deep knowledge of diverse business areas, their needs and priorities, looking at the bigger picture to make sure that the business understands the financial implications of decisions and available choices.
- Showing effective leadership skills in the line management of a team of assistant business partners.
