**Procurement Manager**

**Responsibilities**:

- To provide professional advice and guidance on appropriate procurement procedures to key stakeholders.
- To manage procurement processes from end to end, including writing specifications, consultation with stakeholders, determining appropriate award criteria, managing advertising tender opportunities and receiving bids, co-ordinating the marking of bids againstaward criteria and writing contract documentation. To manage the implementation of contracts.
- To use data such as financial and procurement reporting to identify areas of non-compliance with financial regulations, contract standing orders or EU procurement regulations, or areas of opportunity to obtain greater value for money, and to deliver associatedprojects.
- To monitor performance of key contractors against KPl's, and to provide management reporting on spend and performance. To monitor deviation against performance taking corrective action where necessary.
- To manage, and update information held within, e-tendering systems, procurement databases and transactional procurement systems.
- To market the Procurement and Support Services function by publication of information on the intranet, the Procurement and Support Services internal website, and by attendance at various internal stakeholder meetings.
- Actively promote equality of opportunity, work towards eliminating discrimination and promote good relations between all groups of people
- Undertake such other duties commensurate with the post as may be required for the safe and effective performance of the job.
- This role description should develop along with the changing demands of policing reflected in Force Objectives and priorities.

**Skills and Experience**:

- To have significant experience of working within a procurement environment.
- To have considerable experience in a role where you have had to advise budget holders and senior managers in respect of procurement.
- To have considerable experience of undertaking and managing tender processes.
- To have considerable experience of managing suppliers and contracts.
- To demonstrate a sound knowledge of UK contract law and EU directives relating to procurement legislation.
- To demonstrate proven ability to work on own initiative and prioritise workload.
- To hold GCSE grade 'C' or equivalent in English Language and Maths and/or be able to demonstrate experience of working to that standard.
- To hold a CIPS Graduate Diploma, or equivalent degree or qualification, and hold full CIPS membership.
- To demonstrate strong written communication and management report writing skills.
- To be computer literate with a good working knowledge of Microsoft Outlook, Word and Excel.
