Job Purpose

UK Power Networks (UKPN) is the leading group of DNO companies in the UK. Within UKPN, Capital Delivery is the Directorate responsible for the delivery of the major capital programme.

The Head of Construction and Commissioning will lead the UK Power Networks (UKPN) Capital Delivery construction and commissioning teams across all UKPN licence areas, Eastern Power Networks (EPN), London Power Networks (LPN), and Southern Power Networks (SPN). This role will be responsible for Construction Supervision, Fitting, Protection, and Commissioning and ensuring sufficiency operational supervision is provided for our contractors. The role holder will also be responsible for providing support to the Network Operations Directorate with EHV skills and resource as required.

The incumbent will oversee the construction and operational management of multiple complex projects and programs, ensuring the delivery of high standards in safety, service, quality of work, program, and costs.

Principal Accountabilities

Safety management

Actively promote a safety culture that will constructively challenge unsafe behaviour and praise positive behaviour in line with the Stay Safe behavioural model.
Monitor and control the safety performance to ensure all Company safety rules and procedures are effectively complied with by staff and contractors throughout the project lifecycle, from initial conception to construction.
Champion excellent Operational Safety Health & Environmental performance.
Ensure that the UKPN safety culture is embedded.
Ensure compliance and standards through quality auditing and inspection processes.

Leadership

Lead, motivate and empower our operational teams, fostering a positive and constructive environment for growth and success.
Develop initiatives to improve productivity and foster a culture of continuous development and learning.
Ensure the organisational structure optimises performance and delivery at all times.
Support the growth of our operational workforce to meet the growth in asset management and connection driven work.
Set a good and consistent example for staff, contractors, and represent the business positively with key stakeholders and customers
Establish and maintain open and honest communication, actively engaging with our teams.
Develop and maintain a customer network and relationships with senior level counterparts in other delivery organisations.
Work collaboratively and actively support other SMT members across the project lifecycle.
Undertake a strategic role during system emergencies or other unplanned event

Construction and Commissioning

Develop and deploy an operational workforce to lead the technical and engineering aspects of Major Capital projects
Establish and maintain performance management criteria to continually enhance operational activities, including project supervision, fitting, protection, and final commissioning.
Provide resources to support Network Operations, including EHV skills as needed.
Strategically coordinate operations in alignment with the corporate vision and values.
Ensure strict compliance with UK Power Networks policies and external regulations, including the Construction (Design and Management) Regulations (CDM).
Manage, grow and develop operational resources both internally and through supply chain management
Secure and manage operational outages to deliver the work programme and implement contingency plans to prevent customer minutes lost (CMLs) and customer interruptions (CIs).
Develop a comprehensive technical development plan for all Operational roles within Capital Programme, and work with Technical Training to ensure we have the right resources available to support our works.

Play a key role with supply chain, integrating new working methods with supply chain partners and promoting collaboration and strong team coordination during the planning of Construction and Commissioning at crucial points in the project lifecycle.

Take responsibility for developing and implementing industry best practice construction practices and ensure a seamless handover process to Network Operations upon the completion of each project and program of work.

Maintain close communication and engage in forward planning with internal stakeholders, including Connection, Asset Management, Engineering Design, Programme Delivery and Network Operations.
Ensure accurate recording and timely submission of asset records to meet internal and regulatory standards.

Financial Management

Responsible for ensuring all department deliver the budgeted targets and programme.
