Drug and alcohol have a significant impact on individuals, families and communities. The impact range from health, social care, safeguarding adults and children, crime, anti-social behaviour, domestic violence, sickness and absence from work.

The North East Council is an integrated model comprising of substance misuse, housing and domestic abuse services. Some elements are in-house and others commissioned.
The substance misuse service has coordination, a harm reduction and psycho social treatment service delivered in-house, and commissioned prescribing and recovery support services. The recovery support service also provides a quasi-residential rehab. The housingservice has in-house teams delivering homelessness and housing support, and commissioned housing provision. The domestic abuse services are commissioned services with some in-house roles.

In line with the National Drug Strategy, our client has been awarded grant funding for a programme of housing support interventions for those in treatment. This programme with be delivered in collaboration with the in-house substance misuse teams and the housingteams, and must complement and enhance current provision and pathways.
The Council requires a specialist Project Manager to support the initial implementation of the housing support programme and ensure this programme delivers an enhanced housing support programme to those in treatment, while avoiding duplication or confusionwithin the system.
Scope and Detailed Requirements
The consultant would be expected to work flexibly from a number of sites across the Council, including buildings with active service delivery and within the Public Health Team.

Functional Requirements:
Project manage the implementation of the programme
1) Create and implement a comprehensive project plan
2) Manage and maintain a detailed risk register in line with the Council's procedures and reporting requirements.
3) Feedback within relevant settings on progress, status and risks
4) Review current need, capacity and demand, considering grant detailed interventions and KPI's, in order to inform project planning.
5) Contribute to grant returns in relation to project progress
Develop pathways and SOP's to enable the new team to work effectively within ACT to enhance provision without duplicated activity:
6) To work collaboratively with internal and external stakeholders to develop all necessary pathways
7) Develop SOP's in line with grant funded direction and local need
To undertake recruitment of the team as detailed in grant plans
8) To undertake the full recruitment of staff in line with the grant plans
9) Develop an appropriate training and induction package for all roles within the structure
