**Job summary**:
The Leasehold and Private Rented Sector Directorate is leading on an ambitious reform programme at the heart of a thriving regeneration policy group in DLUHC.
The Private Rented Sector (PRS) Division leads on work to improve the experiences of landlords and tenants in the PRS, aiming to drive improvements to quality, security and fairness. This includes a flagship reform programme, including legislation, to deliver manifesto commitments to reform the sector and deliver on commitments to level up.
This Grade 7 role sits within the Financial Protections team, which oversees policies designed to protect tenants’ and landlords’ money. We manage the requirement for landlords to protect tenants’ deposits in a government-approved scheme, which ensures landlords don’t make unreasonable deductions or abscond with tenants’ money; as well as the requirement for letting agents to protect money they hold on tenants’ and landlords’ behalf in a government-approved Client Money Protection Scheme. We also manage the relationships and contracts with three tenancy deposit protection providers (who protect c£4.7bn of tenant deposits) and six client money protection providers (who protect c£3.3bn of money held by agents). These contracts are a high priority in the department, with regular ministerial and cross-departmental interaction.
You will lead our work to reprocure the Tenancy Deposit Protection contracts, which are due to expire in 2026. This will be a two-year piece of work, drawing on your project management experience, and require close working with the policy team, legal and DLUHC Commercial colleagues. You will be responsible for establishing a programme structure, identifying and leading us through the key procurement gateways, engaging with existing and prospective suppliers and working with Commercial colleagues to deliver new contracts. It is likely that a number of variations will need to be considered, which you will lead on with the policy team. There may also be opportunities for involvement in the wider Financial Protections team’s work depending on work volumes and priorities.
**Job description**:
Supported by an SEO Contract Manager, you will be the Department’s lead on reprocuring the Tenancy Deposit Protection contracts (which protect c£4.7bn of tenant deposits) and managing the transition from the existing contracts. This role will include:
- Establishing a programme of work, bringing in relevant colleagues from legal, commercial and policy.
- Leading on delivering this programme of work to schedule, including developing a governance framework to ensure we are on track and any risks are appropriately mitigated.
- Developing relationships with the existing TDP providers, as well as prospective providers, ahead of the procurement exercise going live and leading engagement/pre-engagement with prospective suppliers.
- Providing instructions to Commercial colleagues for the drafting contracts for appointed providers, including managing the business case and associated approvals, as well as leading and coordinating policy work to finalise decisions about any key changes in the requirements on suppliers
- Leading on ministerial engagement related to this reprocurement exercise.
There will be some flexibility for involvement in the team’s other policies, such as Client Money Protection, depending on work volumes.
