**The role**

The Adult Education Budget (AEB) is a key commitment of York & North Yorkshire from the devolution deal with the Combined Authority taking responsibility for the AEB commencing August 2025. The AEB provides funding to support the engagement of adults, aged 19 and over, to equip them with the skills needed to progress to employment, apprenticeships or other learning. The implementation stage runs from August 2023-July 2025 and enables the planning and preparation to take place to ensure the area is able to take on the AEB as of 1st August 2025. As our Data Intelligence Specialist, you will be joining the Adult Education Budget Implementation team - a multi-disciplinary analytical team with a pivotal role in preparing the York and North Yorkshire Combined Authority to take responsibility for the devolved Adult Education Budget. Working closely with colleagues both internally and externally (and from other Mayoral Combined Authorities), you will lead on developing management and data systems to ensure the Combined Authority has the systems and processes in place to collect, collate, analyse and interpret and manage data and MI in relation to AEB and where possible tailoring existing systems in relation to the wider Combined Authority and devolution.

This is not your average Data Specialist role, you will not be in a data team but an multi-disciple team involved with creating something new and shaping skills across York and North Yorkshire.

We would welcome applicants who have had experience in Individual Learner Record system, or applicants who have Data Intelligence experience as full training will be provided on Post 16 Adult Education System.

**Secondment Opportunity**

**What you will bring.**

To be successful you will have knowledge of Business intelligence (Microsoft Product set), in depth understanding of the business and technical issues associated with the analysis, design, development and support of business intelligence systems and be solutions focussed. Have knowledge of relevant data quality issues and an understanding of relevant legislation.

You will also possess:

- Excellent written and verbal communication skills with experience in disseminating information via written reports and presentations to a wide range of audiences in terms of both size and composition
- Excellent organisational and administrative skills, able to prioritise own workload and articulate decision process / rational
- Negotiating and influencing skills
