Chichester Harbour Conservancy is a unique organisation in England which includes within its remit the role of Statutory Harbour Authority for Chichester Harbour as well responsibility for managing Chichester Harbour Area of Outstanding Natural Beauty, andduties to facilitate recreation and conserve nature.

Chichester Harbour is a landscape of national and international importance. We employ around 25 permanent staff, with a similar number of people on casual or seasonal contracts.Activity in the Harbour is largely recreational with around 9,000 vessels over3 metres in length, 3,200 swinging moorings, 2,000 berths in six marinas and 14 sailing clubs based here.

The planned retirement of the chief officer and promotion, out of the organisation, of the head of the Harbour Team has given scope to restructure the senior Team.The Conservancy is now seeking to appoint a **Harbour Master** to head the Harbour Team and discharge statutory harbour responsibilities. Recruitment for the separate post of Chief Executive will commence in January 2023.

**Purpose**:

- To be responsible for the safe operation of Chichester Harbour and discharge the statutory functions laid on Harbour Masters by Acts of Parliament, Orders, Regulations and ensure compliance with the Port Marine Safety Code
- To manage the day-to-day operations of the Harbour, in accordance with the Conservancy's plan and policies and to develop policies for the Conservancy's functions as statutory harbour authority
- To integrate the work of the Harbour Team to support the wider ambitions of the Conservancy for sustainability and nature conservation
- To deputise for the Chief Executive as required by the Chief Executive

**Key Responsibilities**:

- To discharge the Statutory functions laid on Harbour Masters by Acts of Parliament, Orders and Regulations
- Remain up to date and compliant with all relevant legislation, organisational procedures, policies and professional codes of conduct in order to uphold standards of best practice
- To meet the income budget in areas of responsibility to include moorings, recharge work, sale of equipment, and boat park
- Take overall responsibility and act as incident commander in response to any significant incident or emergency in the Harbour
- To proactively support, manage and develop the Harbour team, including recruitment, performance management and training
- The above list of responsibilities are not exhaustive. You may need to take up additional duties as and when required._

**Knowledge & Skills**:

- Knowledge of marine legislation relevant to Harbours
- Ability to build and develop effective relationships at all levels
- Collaborative, inclusive, and inspirational leadership style
- Knowledge of health and safety relevant to Harbours
- Knowledge of sailing and boat handling
- Proficient user of usual software packages

**Qualification and Professional Membership**:

- Professional / Degree level qualification or equivalent industry experience
- Experienced mariner with recognised certification such as MCA Officer of the Watch Certificate of Competency, RYA Yachtmaster, or similar
- Harbour Master's Certificate desirable or commitment to obtain

**Experience**:

- Evidence of supervising a team to deliver an outstanding service to others
- Experience of managing a budget and contributing to budget decisions
- Evidence of robust experience of boat handling and mooring of craft

**Salary & Working Hours**:

- Basic salary is £54,595 - £58,744
- Holiday is 38 days per year (inc. bank holidays)
- Hours 37 per week although working outside of office hours is expected, we run a TOIL system

**Other Information**:

- The post will be required to work some weekends and/or bank holidays (as per rota)
