**Home Working/remote with some travel required across Wales to complete monitoring visits to providers** A Quality Assurance & Contract Monitoring Officer is required to work within the Children’s Services commissioning function. This is an exciting opportunity to enhance how Children’s Services work with local providers, the wider market, stakeholders, and external agencies ensuring quality of provision and identifying opportunities for improvement in the services available to children, young people and their families. To contribute as required to the commissioning, market testing and contract management of services, taking day to day responsibility for monitoring of specific contracts including assessment of quality of provision and delivery within budget. Develop and maintain a performance management system in order to report progress to the Directorate Commissioning Board / Management Team against established national KPIs and against local priorities and The role is integral in strengthening and maintaining the relationships with providers, understanding the pressures within the sector and supporting them to meet the current and changing needs of children, young people and their families and will be crucial in the delivery of cost effective and high-quality outcomes. Key responsibilities:

- Support the Strategic Commissioning Team Manager in the development of the commissioning strategy and monitoring and reporting on progress on its implementation.
- Collate information and intelligence and act as a source of advice on specific areas of need and services.
- Contribute towards the development of good working relations and collaborative arrangements with stakeholders, including partner Councils, the Health Board and providers, private and voluntary sector agencies and service user organisations, including supporting any formal arrangements for stakeholder engagement.
- Develop plans for service improvement and development in specific areas of service provision.
- Contribute to liaison with providers and potential providers of services to support market development in response to identified need using monitoring information to identify trends, issues, service gaps which may require consideration.
- Contribute to the development of service specifications and the implementation of procurement processes, including leading on these tasks in relation to specific contracts.
- Take the lead on monitoring of commissioned services, including developing a contract monitoring system and performance management framework for services. Report as required on service performance.
- Work with service user involvement groups to ensure that the co-production agenda is fulfilled in the monitoring of current services and the development of new services.
- Advise and support the Strategic Commissioning Manager & Operational Managers in relation to areas of concern and remedial actions.
- Assist as required with the management of budgets, including ensuring that all necessary processes and procedures are carried out in a timely and effective way.

**Experience**:

- Experience of commissioning, procurement and contract monitoring and management, preferably in the public sector, is an essential requirement of this post.
- Experience of monitoring services, in line with the Regulation and Inspection of Social Care (Wales) is also essential.
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.

**Skills**:

- Able to demonstrate effective analytical, communication and engagement skills.
- Ability to strengthen and maintain the relationships with providers.
- Able to understand the pressures within the sector and support them to meet the current and changing needs of children, young people and their families.
- Strong IT skills using Microsoft packages or equivalent (e.g. G Suite).
