The role will support the development and deployment of the Safety, Health and Environmental (SHE) policy, systems and objectives for the KBS Maritime business and Portsmouth Naval Base site. The role will additionally be responsible for Temporary Works (TW) systems and controls.

The role will be responsible for providing competent SHE and TW advice, systems and assurance enabling KBS Maritime to successfully manage SHE, CDM and TW and to achieve the company’s strategic goals.

The role does not currently involve the direct supervision of a team, but would require setting other people to work.

The role holder will:

- Work as part of a small multidisciplinary team(s) of SHE professionals.
- Provide competent and comprehensive SHE advice and support to Line Leaders, Project Managers and Subcontractors, enabling them to effectively manage SHE within their area(s) of responsibility.
- Coordinate the development, maintenance and deployment of minor works, marquees and Temporary Works (including KBS Maritime, subcontractor and third party TWs) to BS5975, the code of Best Practice for Temporary Structures on Building Sites and other relevant codes.
- Support the development, maintenance and deployment of a SHE management system (including objectives, processes and assurance) that meet the requirements of KBS Maritime’s Operational Framework and International SHE Standards (such as ISO45001 and ISO14001) and support the achievement of organisational goals.
- Lead activities associated with improving SHE and TW practice and performance within a part of the business or site, including (but not limited to): deployment and implementation of SHE and TW Policies and Management Systems, SHE objectives and targets, provision of competent SHE advice on risk management and control, collation and provision of SHE performance reports (such as incidents, audits, regulatory issues), investigation and reporting of incidents in accordance with regulatory and customer requirements, provision of an effective interface with representatives dealing with TW design issues.
- Support the development and implementation of innovative SHE change programmes, ensuring consistency and effective improvement in SHE risk management and embedding a culture of continuous improvement and the sharing of best practices.
- Collaborate with key stakeholders, influencing them to appropriately consider SHE factors during decision making.
- Provide assurance against relevant legal, Operational Controls and SHE and TW requirements within the business. Deliver duties to appropriate timescales and to budget.
- Monitor the effectiveness, and provide regular reports, on all of the above to relevant stakeholders.

The role holder will not hold direct responsibilities for the management of budgets, but will be required to provide information and support for planning purposes and about budgetary expenditure.

In summary the role will require the following competencies to be successful:

- Knowledge_:
The job holder is required to maintain a suitable contemporary technical understanding of safety, health and environmental management standards and practice, including Construction (Design & Management) Regulations. This will need to include a technical understanding of minor works and temporary works management standards and practice. The role holder will be an experienced SHE professional with a suitable understanding of SHE requirements, internal and external best practice and able to bring their experience to articulate these in order to ensure effective deployment within their work area.

The role holder will ideally have experience as a team/ project manager, engineer, designer or TW supervisor with an understanding of TW requirements, internal and external best practice and able to bring their experience or training to articulate these in order to ensure effective deployment of TWs.

The role requires an in depth understanding of how to influence others in order to operationalise and deliver SHE and TW processes, projects and change in a business, through having a detailed knowledge of the business or site(s), a view of their deliverables and aims, the challenges they face, the developments which they are planning and enacting.
- Skills_:
The role requires a suitable ability to influence and collaborate with a wide range of stakeholders across all levels of the business or site(s) and externally. Stakeholders include (not limited to) departmental Line Managers, design managers, engineering representatives, Subcontractors and Customers. The job holder should be able to demonstrate integrity, credibility and maturity to gain the confidence and respect of others.
- Qualifications_:
You will also ideally hold a Temporary Works Supervisor or Coordinator qualification and working experience and knowledge of BS 5975:2019, or be prepared to obtain this.

Membership of an appropriate professional safety, health and/or environmental institution is desirable
