Over the past year, the Corruption, Crime and Policing Unit (CCPU) have been undertaking a programme of change that has consolidated the way it works to be more joined-up and better understand and tackle the threats faced by our agency.

A large part of this programme was to combine its two existing SOC functions, the Serious and Organised Crime Unit (SOCU) and the Multi-Agency Response to Serious and Organised Crime (MARSOC). Following the award to SOCU of an £11m funding uplift to develop capability to manage high priority serious and organised criminals, it was clear that the impact of the uplift needed to be proportionate and effective. To support this, the alignment of SOCU and MARSOC was identified as a timely opportunity to develop a stronger approach to SOC within HMPPS.

Now under the new name of SOC Operations, the alignment has reduced duplication, improved intelligence sharing and introduced a single view of our SOC cohort. SOC Operations consists of a Co-ordination Centre and Custody, Community and Multi-Agency teams located across five regions covering England and Wales.

**Overview of the job**

The Security Order and Counter Terrorism Directorate (SOCT) exists to support HMPPS in its mission to prevent victims by changing lives. We do this by creating conditions for a firm, stable and secure base on which decent regimes, relationships and rehabilitation can be built. To keep prisons, probation and youth custody services lawful, safe and secure. By managing risks and threats.

The Serious and Organised Crime Unit (SOCU) in HMPPS Headquarters will deliver HMPPS’ response to the threat of Serious and Organised Crime (SOC). Focusing on Serious and Organised Crime the post holder will play a vital role in delivering, at a regional and local level support and advice to disrupt organised crime in custody

This is either an operational or non-operational job with line management responsibilities

**Summary**

The post holder will help establishments identify and assist in the management of prisoners who have been identified as serious and organised criminals; provide briefings and training to establishment staff and disruption tactics/interventions with prisoners who have been flagged on NOMIS as members of Organised Criminal Groups.
- The Regional Serious and Organised Crime Team is a function of HMPPS Serious and Organised Crime Unit (SOCU), part of National Security Group within the Security Order and Counter Terrorism Directorate.
- Frequent travel across a Region and occasional travel to SOCU meetings in Headquarters and Newbold Revel will be required. An establishment within their Region will be identified as the main base for the post holder.
- The post holder will report to the Head of SOCU
- Responsible for a SOCU theme
- The post holder has line management responsibility.
- The post holder will be required to participate in a on call rota to support prisons and NPS premises with advice and guidance

**Responsibilities, Activities and Duties**

The job holder will be required to carry out the following responsibilities, activities and duties:
To enhance establishment capability and share best practice and lessons learned regionally the post holder will:
Deliver on SOCU strategy and cross regional working, acting as thematic lead on prison specialism or SOCU work area. Attend regional security team meetings.

Create a strategy for short term quick wins within SOC, developing plans for medium to long term priorities - considering disruption vs prevention.

Be able to quickly rearrange activities based on new information, leading the team to within their region and HMPPS HQ. They will be expected to develop team working and direction, identifying and changing priorities as they occur.

Ensure the debrief register is up to date accordingly. Developing case studies, ensuring learning is captured from each disruption and or tactical intervention.

Work with partners and stakeholders internally and externally. In particular ROCU. Supporting government colleagues to build a bigger picture around criminal activity.

Identifying common denominators and action any findings to the relevant stakeholder.

Work on improved partnership outcomes, including those of a police led operation.

Develop regional/national footprint of OCGs - develop a heat map for the region and
