**Job Purpose**
Providing specialist management and technical advice on the organisation and delivery of services and promotion of best practice to ensure compliance with Data Protection legislation, the Freedom of Information (Scotland) Act 2002 and the Environmental Information (Scotland) Regulations 2004 as well as records and information management. This post will also deputise for the Head of Data Protection and Freedom of Information Office, when required.

**Main Duties and Responsibilities**
- Responsible for the direct line management of the DP&FOI team to ensure the delivery of an effective and efficient service to the University
- Use considerable judgment and discretion based on in-depth knowledge and expertise to confidently make time-sensitive and critical information governance and records and information management decisions on behalf of the University with mínimal support and direction.
- Acting as the escalation point of call for FOI and DP enquiries, drawing on professional and technical knowledge and experience to provide sound advice and guidance to colleagues across the University
- Deputising for the Head of the DP&FOI Office, as and when required, supporting their wider University responsibilities, professionally challenging opinions and situations where required, assuming ownership of any resultant tasks and following through to completion
- Ensuring a high quality, customer-focused and continually improving information compliance and management service is delivered both to colleagues across the University and to members of the public exercising their rights under access to information regimes
- Directing and proactively identifying, through professional analysis, training and guidance provision requirements across the University to inform the continual development and improvement of the Office’s service provision
- Utilising professional expertise, oversee the reviewing and accuracy of responses to FOI, DP and EIR requests prior to issue to applicants and, where necessary, making time critical decisions on the University’s approach/position on a case-by-case basis
- Take a leading role in the formulation and development of a revised records and information management programme, supporting policies and procedures, identifying gaps and delivering solutions, increasing and building upon current practice across the institution and substantially improving the management of the University’s information resources, particularly in relation to electronic records

**Knowledge/qualifications**

**Essential**:

A1 Scottish Credit and Qualification Framework level 9, 10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification), or equivalent, including holding a recognised postgraduate qualification in records and information management with a broad range of professional experience in a management role(s) OR Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and management skills in a similar or number of different specialist roles.
A2 A comprehensive knowledge of contemporary record keeping practices.
A3 Expert knowledge of records management, data protection and freedom of information legislation applied within a complex public sector environment.
A4 Demonstrable up-to-date working knowledge of the impact and issues evolving from developing guidance on UK information legislation and case law.

**Desirable**:

B1 ISEB (or equivalent) Certificate in Data Protection/recognised qualification in GDPR.
B2 Experiential knowledge of the developing capabilities of IT systems, especially Microsoft 365, as well as specialist systems developed to meet the need of the records and information management market.

C8 Ability to make confident and difficult decisions in sometimes challenging and hostile circumstances.
