**Overview of project/role**

The Quality Officer will support the management and supervision of programmes of highway/traffic engineering works or other highway / rail civil construction activities and ensure that high standards of quality control are maintained on contracts. The role holder will be responsible for ensuring on behalf of Project Managers delivery of projects and programmes to appropriate quality standards as agreed with the relevant Sponsors. The role holder will on relevant projects act as designer’s site agent on the design of the civil engineering aspects of traffic signalling systems.

**Key Accountabilities**
- To monitor the performance of contractors and consultants on site to ensure that a consistently high standard of quality control and supervision is maintained, assessing works with due regard to health and safety legislation and, if appropriate, to instruct contractors to cease operations if the site is found to be unsafe. To provide a service at all times to Project Managers by ensuring that the standard of engineering works and the materials supplied by the contractors are as specified in accordance with the contract information and works are constructed in accordance with drawings and specifications.
- To act on behalf of the Project Manager by undertaking audits. This will involve visiting sites, checking project work against the agreed programme, liaising with the Project Manager and feedback of information / problems. To act on behalf of the Project Manager in respect of site problems and work defects during construction.
- Ensure the street works are in accordance with CDM and NRSWA legislation, TfL Technical Specifications and other relevant national, legislation and specifications. Maintain detailed records of site inspections, including information on the quality of work, adherence to Health and Safety Regulations and Chapter 8 signing and guarding.
- Measure work carried out to allow the works to be valued for payment in accordance with the appropriate contract.
- Develop and maintain constructive working relationship with representatives of contractors, Statutory Undertakers, internal Transport for London staff, Borough staff and the emergency services.
- Organise and represent TfL at traffic management meetings with external stakeholders and authorities such as MET Police, London Boroughs, Bus Area teams, Contractors representatives and TfL internal teams to when and how the works are to be carried out.
- Responsible for compliance with relevant Health and Safety legislation and contributing to the TfL Health and Safety Culture. Resolving arising issues or escalating as appropriate.

- Project management plan - Ensures that medium risk or complexity projects maintain robust adherence to the project management plan, manages scheduling dependencies and proactively updates the plan in light of changes to the project environment and within agreed schedule tolerances.
- Risk management - Takes effective action to identify and manage risks and issues associated with own tasks
- Contract management - Displays basic contract awareness in supporting the contract team to meet stated objectives

**Knowledge**
- Knowledge of the New Roads and Street Works Act 1991 and a sound knowledge of Chapter 8 signing.
- Knowledge of the requirements of the Construction (Design and Management) Regulations
- Knowledge and understanding of all relevant Health and Safety Regulations and procedures.
- Knowledge of the relevance of the Traffic Management Act 2004
- Construction Skills Certification Scheme (CSCS) Card (Desirable)
