Position Summary

We currently have an opportunity for a Spectrum and Regulatory Affairs Expert to join us here at Samsung Research UK.

Working as a member of the Standards & Spectrum Group, the job's main purpose is to provide expert support to Samsung spectrum strategy and telecoms technology development. As part of the global Samsung Spectrum team, the role will have a particular focus on working with ITU, national (Ofcom/ANFR) and regional (CEPT) spectrum regulators to further Samsung’s interests, securing and protecting frequency bands of interest to its businesses.

This is a full time permanent position based in Staines-upon-Thames, Surrey, UK. Please note that international travel will be required approx. 20 to 25% of the time. This will be long and short haul trips averaging 4-10 days in duration.

Role and Responsibilities- Work with Samsung colleagues to develop technical parameters and approaches for spectrum management, opening up new bands, creating the ITU allocations- Represent Samsung in Europe (and beyond) for spectrum matters. Implement locally (in UK/Europe) requests from the headquarters and the global spectrum team, deal with outcome of WRC’23.- Participate in the work of ITU, in particular ITU WP5D, and other ITU and CEPT groups in preparation for WRC’27.- Develop a close working relationship with Ofcom and other European regulators. Draft answers to their consultations and promote Samsung’s position.- Participate in the work of ECC PT1, attend their meetings, influence and report on the outcome. Work on CEPT’s long-term work-plan for enhanced 5G and 6G.- Initiate and drive industry discussions with administrations & incumbents about use of the WRC’27 6G spectrum.- Represent Samsung in the GSA CEPT group to develop industry 5G & 6G spectrum strategy.- Represent Samsung in the UK industry spectrum related groups such as TechUK and the Spectrum Policy Forum- Lead Samsung engagement in the development of the European regulations for upper 6GHz for 5G & 6G.- Close co-ordination with the Samsung/SRUK standards team (including 3GPP) and various business units; this may be through workshops, face-to-face meeting, and online collaboration, etc. Work to maximise synergy between activities and to ensure a cohesive standards strategy between ITU and 3GPP.- Promote Samsung’s spectrum position whenever changes to the current spectrum regulations are discussed.- Proactively identify developments in spectrum regulations that may cause issues for our implementation and standards teams, impact our preferred deployment scenarios or business use-cases. Take appropriate action in the regulatory bodies, in close collaboration with the relevant business unit and/or implementation team.- Developing a close partnership with the stakeholders so that Samsung becomes involved earlier in the regulatory effort and can then more effectively influence the scope and direction towards the frequency band allocations.- Provide in a timely fashion, written reports following attendance of meetings and as appropriate resulting from other activities undertaken.- Provide support/information to SRUK as required on spectrum regulation activities relating to new and future technologies.

Skills and Qualifications- A degree (or higher) in Engineering, Computer Science, Electronics, Natural Science, and Mathematics, or any other related discipline.- Extensive experience in telecommunications regulation/standardisation/development, within the spectrum arena (ITU/CEPT/Ofcom related activities) and preferably with experience working as an active participant in regulatory meetings.- Knowledge of spectrum and wave propagation- A thorough understanding of the mobile telecommunications eco-system, with expert knowledge of aspects of RAN technologies in systems such as 2G, 3G, 4G, 5G, UWB, Wifi, Broadcast, as relevant to spectrum work. Background in RF design is appreciated.- A good understanding of relationship between standards and implementation, and of implementation methodologies.- An effective communicator with evidence of ability to clearly present complex ideas to large groups both internal and external to the company. This includes, but is not limited to, progress reporting and the exchange of technical information. Evidence of being able to present to both technical and non-technical audiences, to both peers and senior management, while getting the key message across.- An effective orator and a persuasive debater with an awareness of when and what to push and when to stand back. Specific evidence of good negotiation skills and influence exerted on various decision-making processes is highly desirable.- Ability to write well-structured, accurate and complete technical documentation.- Self-motivation and ability to work as part of a team or alone, managing own work, ability to juggle multiple tasks, meet multiple - often tight - deadlines, and setting sensible priorities according to perceived requirements.- Abili
