**Your new company**
Hays HR are proud to recruit, a HR Officer for our very valued Public Sector Client. The HRO plays an important role in delivering operational HR requirements through providing HR advice, support and guidance and the effective maintenance of HR records andsystems. The HR Officer will be allocated responsibility for leading on the delivery of several key areas including: recruitment, learning and development, policy and employee relations, engagement, and diversity and inclusion. Allocated responsibilities maybe rotated periodically. The HR Officer has line management responsibility for an HR Administrator (AO).
**Your new role**
- Develop and ensure the effective implementation of HR policies and procedures
- Deliver effective recruitment and induction activities
- Coordinate the delivery and evaluation of learning and development activities
- Support the Assistant Director responsible in delivering the Professional Learning Strategy for inspectors
- Lead on the development and delivery of the corporate services learning and development plan
- Contact / referral point for HR enquiries
- Provide advice and support on a range of HR matters, including attendance and performance management, disciplinary and dispute resolution matters
- Support the development and implementation of HR initiatives and systems
- Maintain HR records according to policy, audit and legal requirements (including information governance and compliance with GDPR) and ensure the timely processing of HR information to payroll
- Collect and analyse management information for reporting (monthly/quarterly/annually)
- Deliver the annual People Survey, analyse and present the results and coordinate the development of an action plan to address key issues
- To undertake any other duties as may reasonably be required by managers

**What you'll need to succeed**
It is essential that you:

- are highly motivated
- have experience of managing a varied workload and completing priorities to ensure deadlines are met
- have excellent communication, literacy and numeracy skills
- are confident in using IT systems, including Microsoft office
- have good interpersonal skills, are approachable and able to form effective working relationships with a wide range of people at all levels and externally
- can deal sensitively with confidential issues
- are able to identify trends and issues in data in order to translate and present technical/specialist information in a way that others (including non-experts) can understand
- have the confidence to make effective, fair and evidence based decisions
- are detail focussed and can work accurately
- are able to work independently and use your initiative while at the same time working collaboratively with team members and others across the organisation
- have broad knowledge of current issues in employment law and HR practice
- either a Human Resources Qualification (minimum CIPD qualified Level 5 Intermediate/Associate Member of the CIPD), working towards qualification or equivalent knowledge and experience in one of more of the following areas:

- delivering HR services
- implementing HR policy
- employment legislation
- HR good practice
- recruitment
- learning and development

It is desirable that you have:

- the ability to work through the medium of Welsh (spoken and written)
