We are looking for someone with political awareness but without political affiliations, with a keen interest in local governance and a commitment to high standards and ethics in public life, to act as an Independent Co-opted Standards Panel Member to assist our Monitoring Officer and Independent Person and make recommendations to Full Council on whether the Council’s Member Code of Conduct has been breached and if so recommend a sanction. You must be independent minded but be able to work as part of a team.

The Localism Act 2011 requires Forest of Dean District Council (FODDC) to put in place arrangements to promote and maintain high standards of conduct amongst its Elected Members. These arrangements include a Code of Conduct for Members and a procedure for dealing with complaints about potential failure to comply with this Code of Conduct by Members of FODDC and Parish and Town Councils within the Forest of Dean District.

Co-opted Standards Panel Members hear complaints of alleged misconduct of elected or co-opted members. This is an important role, which will make an active and valuable contribution towards maintaining high standards of behaviour in public life. The Panel receives an investigation report following a complaint that the members code of conduct has been breached and following a written hearing procedure makes recommendations to full council on whether the code had been breached and any sanction that should be followed. A range of sanctions are provided for in the Forest of Dean District Council (FODDC) code of conduct complaints procedure in the constitution.

You must not be politically active or a member of a political party. You should not be an elected councillor or an officer who was employed by Forest of Dean District Council at any time within the last five years. In addition, relatives or close friends of current and former elected councilors (including parish and town) and officers (including parish and town councils) may not apply.

**Key Outcomes**
- Considering reports or recommendations of the Monitoring Officer following investigations into complaints and recommending to full council whether or not a breach of the Code of Conduct has occurred.
- Promoting and maintaining high standards of conduct by Councillors and co-opted Members;
- Assisting Councillors and co-opted Members to observe the Members’ Code of Conduct;
- Recommendation of sanctions to be imposed where a member is found to be in breach of the Code of Conduct
- The exercise of (a) to (d) above in relation to all Town and Parish Council Members in the district
- As and when required, assisting the Monitoring Officer to secure the effective and fair consideration of any matter involving an alleged breach of the Code of Conduct.
- Analysing and exercising fair and impartial judgement and decision making on conduct issues.
- Maintaining a professional working relationship with the District Council's Monitoring Officer.
- Participating in developing skills, knowledge and experience regarding the Council’s ethical framework, codes of conduct and arrangements for dealing with complaints about elected councillor or co-opted member behaviour.
