The new Office for Local Government (Oflog) is a key priority of the Secretary of State. Oflog will help to drive improvement in local government - responsible for a wider range of critical and everyday services - in order to improve outcomes for the public. It will do this by providing authoritative and accessible data and analysis about the performance of local government, so that citizen & communities can more effectively challenge their authorities and local leaders can benchmark themselves against their peers.

In particular, Oflog will:

- Inform: by improving access to data Oflog will enable citizens, local government, central government, and civil society to be better informed about the performance of local government - Warn: Oflog will make it easier to spot potential failure before it happens, helping to prevent the significant financial and service implications of failure on local citizens and the taxpayer
- Support: Oflog will support local government to improve performance: championing best practice, improving data capability and rationalising a complex data landscape

Oflog is an office of DLUHC, meaning all staff are DLUHC civil servants. Ministers have agreed that it will have a degree of separation from government, with its own independent Chair and Chief Executive. Oflog is a mixed-discipline team, including policy and local government experts, and analysts from a range of disciplines.

**Job description**:
As a Lead User Researcher, you'll:

- Help the organisation better understand it users and their use & need for local authority performance information
- Explore and identify opportunities across Oflog to deploy and maximise the value of user research activities
- Work with teams across Oflog to collate and synthesise a range of evidence (eg customer feedback, performance analytics), and make this easily accessible to others. To develop a range of personas to help decision makers and stakeholders hold the range of users Oflog serves in mind

**Person specification**:
As a Lead User Researcher, you'll have:

- Good knowledge of how and when to implement a range of user research techniques
- Experience in facilitating a variety of user research techniques
- Experience in collating, consolidating and facilitating access to a range of evidence to assist in user-centred design projects
- Experience of advocating for user-centred design approaches with senior colleagues and stakeholders
- Experience of working within multi-disciplinary teams, and an ability to embed user-centred design approaches within teams
- Strong communication skills and an ability to present evidence clearly and succinctly to a range of colleagues
