Be fully responsible for the management of all Stratton St Margaret Parks, Allotments, Cemeteries, recreation grounds, play areas, ponds and any other assets or services within the remit of the postholder. Provide land and tree management advice and support. Lead on the Biodiversity Duty and Access Authority functions for the Council. Lead the Council’s work in encouraging participation and promoting awareness, use and enjoyment of the natural environment.

Lead and manage the Parks and Open Spaces service to deliver high quality services encompassing the design, development, adoption and management of green spaces.

Including Suitable Alternative Natural Greenspaces, outdoor recreation, sport and play, community engagement, biodiversity, arboriculture and landscape design. Management of Allotments and cemetery. The Council is a burial authority and is responsible for grave digging and maintenance.

Provide professional advice and support to the Council on outdoor recreation, sport and play, public access, biodiversity, arboriculture, landscape, allotments and burial grounds.

Plan, programme and direct maintenance of assets. Deliver effective grounds maintenance and assist the Deputy Clerk to deliver effective planned maintenance and service contracts for buildings.

Select, vet, appoint and supervise external contractors.

Lead on identification and implementation of priority tree works for land owned and/or managed by Stratton St Margaret Parish Council or where the Council has an interest. Ensure compliance with the Council’s Contract Standing Orders and Financial regulations.

Develop and implement capital projects to raise quality standards and improve provision of green infrastructure. Ensure compliance with all relevant external funding conditions.

Facilitate the appropriate liaison and co-operation with outside bodies. Lead and attend quarterly Open Space Meetings undertake actions arising and gather feedback from users of the services.

Be responsible for the control and management of the Open Spaces budget to ensure that sound financial/administration systems are maintained and that cost centres for which the postholder has direct or line management responsibility operate within budget.

Ensure that the Council’s current financial procedures and regulations are observed. Maximise income through grants, charges, developer contributions and other legitimate sources.

Maintain systems for delivering quality and performance standards and value for money. Lead on participation in the Green Flag Award Scheme and supporting Britain in Bloom. Keep delivery methods under review. Market and promote outdoor recreation and sustainable management of the natural environment. Develop and implement a creative and innovative programme of events to encourage recreational use of green spaces.

Ensure community safety through site wardening, setting and enforcing byelaws, provision of a rapid response and repair service, and community liaison. Promote and encourage community involvement; including through the management and development of a Voluntary Service and working closely with the Police.

Be responsible for and lead the effective management of health and safety throughout the Parks and Open Spaces section, ensuring that the Council’s health and safety policies and procedures are adhered to and ensuring that all relevant legislation, regulations and codes of practice are followed. This includes identifying and addressing appropriate Duty of Care responsibilities for Stratton St Margaret Parish Council in relation to all areas within this posts remit, including trees, play areas, parks, outdoor sports facilities, allotments and Cemeteries and built facilities, be responsibility for all machinery, equipment and PPE.

Keep up to date with, interpret and implement, legislation, codes of practice and regulations as they relate to the operation of the services under the potholder’s line management. To ensure that all necessary licenses and statutory provisions are maintained.

Appoint, supervise, train and develop staff consistent with the Council’s policies and procedures. Prepare reports, liaise with Councillors and press and deal with customer complaints.

Carry out project management and undertake such other duties as may be required from time to time compatible with the nature of the post.

Essential Open Spaces Horticultural qualifications at degree level

Must be driven, enthusiastic and be of strong character
