**Job description**:
This is an exciting opportunity to improve understanding of the expected costs and benefits of active travel and to ensure that value for money considerations are prioritised in decision-making within ATE. It is a broad and varied role that will involve technical analysis, project management, and building effective, collaborative relationships with a wide range of stakeholders working in active travel and related fields.

The analysis that you will provide is critical to ensuring that ATE understands what initiatives to invest in and where to focus investment to meet its statutory responsibilities, achieve its strategic objectives and optimise value for money to the taxpayer. It will also be pivotal in making the case for future investment in active travel and demonstrating the contribution active travel make to the UK economy, society, and the environment. It will have a prominent role in advice to Ministers and in negotiations with His Majesty’s Treasury and No.10.

**Responsibilities include but are not limited to**:

- Improving ATE’s approach to assessing value for money of active travel schemes by updating and enhancing existing appraisal tools
- Commissioning and overseeing delivery of external research and analysis to build the evidence base to strengthen the case for investment in active travel
- Undertaking modelling and analysis to inform funding and operational delivery decisions, including scenario development and forecasting
- Supporting business case development and preparation of Spending Review bids.
- Assuring economic analysis submitted by Local Authorities seeking funding for active travel schemes and providing advice on investment priorities to decision-makers in ATE
- Designing and delivering activities to build capability in appraisal within Local Authorities and ATE’s delivery partners (e.g. training, seminars, guidance)

**Person specification**:
**About you**:
We are looking for someone who has exceptional communication skills and can express themselves in a confident and concise manner with colleagues at all levels. You will represent the department both professionally and clearly, ensuring key messages are delivered to both internal and external stakeholders in a timely fashion. You will have good drafting skills with the ability to produce high quality documents.

You would be described as a diligent person, happy to concentrate on your work and do a thorough job even when under pressure. You will react quickly and be a focused and calm person who can get the job done regardless of environment.

**Additional Information**:
A minimum of 40% of your working time should be spent at your principal workplace (York), although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

**Qualifications**:

- This post is open to individuals who meet the entry criteria to the Government Economic Service and can demonstrate capability at Higher Executive Officer (HEO) level.- First or upper second-class honours degree in economics (or international equivalent)
- OR a postgraduate degree in economics
- If it is a joint degree, at least 50% of the course modules must be in economics
- The degree(s) must have included both macroeconomics and microeconomics
