The Environmental Land Management schemes form a core part of Defra’s Farming and Countryside Programme through rewarding farmers and land managers for environmentally beneficial activities. Our new schemes will pay farmers and land managers for providing environmental benefits such as clean air, clean and plentiful water, thriving plants and wildlife, reduction in and protection from environmental hazards; beauty, heritage and engagement with the environment; and mitigation of, and adaptation to climate change.
Environmental Land Management (ELM) is a large and fast-paced division comprising policy, delivery and evidence teams working together to develop the new schemes. Staff are geographically dispersed with a mixture of office and home-working arrangements in place. A range of technologies are used for team meetings, and as part of our day to day working.
We have an exciting and challenging Higher Scientific Officer role within the Environmental Land Management Monitoring team. The monitoring team sits within the wider ELM Monitoring, Evaluation and Natural Science Delivery team. This team is multi-disciplinary, comprising of natural scientists, social scientists and analysts. This new role will complement, expand and develop the monitoring capacity, working closely with the existing teams.

We are seeking a Higher Scientific Officer, with excellent technical ability, leadership potential, and co-ordination skills, to deliver part of a programme of environmental monitoring across the environmental land management schemes. This programme will ensure we collect the right information to tell us if the schemes are delivering their intended environmental benefits. This information will be used to feed back into policy design and for reporting on progress towards governments Environment Act Targets.
This will include collaboration with policy, delivery and analytical teams to inform evaluation of scheme, and programme impact, efficiency, effectiveness, value for money and to determine what works from scheme delivery.
The post holder will deliver monitoring and evaluation projects for the Environmental Land Management schemes, including managing internally, and externally commissioned research, as well as production of analytical products. They will provide specialist advise on their areas of expertise, and environmental monitoring, across Defra and its Arm’s Length Bodies (e.g. Environment Agency, Natural England, Forestry Commission, Rural Payments Agency).
**Job description**:
**Responsibilities**
- Lead engagement with the Natural Capital Ecosystem Assessment (NCEA) as a main customer - to ensure the terrestrial NCEA programme fulfils national monitoring needs of Environmental Land Management, across all components of the programme, including England Ecosystem Survey soil and vegetation, Trees outside woodland, Small stream network, and River Surveillance.
- Work closely with evaluation, social research, economic, modelling, and policy colleagues on ELM monitoring and evaluation work, as well as ELM scheme development. Provide expert advice on programme monitoring.
- Provide evidence-based responses and recommendat
