**Job summary**:
The Establishment Safety Advisor (ESA) provides specialist advice and assistance to the Commanding Officer (CO) on all aspects of Safety, Health and Fire management at HMS RALEIGH and is accountable to the CO, through the Commander.

They are authorised to liaise directly with all departments within HMS RALEIGH and the outstations at Jupiter Point, Gutter Tor and Pier Cellars; with the Chief Environment and Safety Officer (CESO) department and any MOD department on SHEF matters. At all times respects the chain of command.

They may access any work area and under the authority of the CO of HMS RALEIGH, has the authority to stop any process or activity that, in the opinion of the ESA, represents a serious risk of personal injury or damage to equipment.

This position is advertised at 37 hours per week.

**Job description**:
Line manage admin Post E1 and 2 x Skill zone 3 safety maintainers

4 C’s coordinator on behest of Commanding Officer

Provide and maintain current information documentation for use by establishment personnel e.g. ESO’s and XTM’s etc.

Ensuring suitable H&S records are maintained as required by relevant Mod doctrine. NLIMS database

Reporting and investigating incidents and making recommendations to prevent recurrence. NSOR’s

Undertake analysis of all supplied incidents for trends via a current database and to provide updates to the Command on request and other meetings as required e.g. the monthly Shareholder meeting, termly HSEP meeting and PTSEC meetings as arranged.

Arranging H&S training for establishment personnel as identified through MOD policy and justified by departmental line management.

**Person specification**:
ESA responsibilities are identified below, but this list is not exhaustive and includes anything else deemed appropriate by the Command for the ESA role:

- Correspond directly with departments in HMS Raleigh using supplied software and hardware.
- Liaise and work with the Chief Environment and Safety Officer (RN) on H&S matters.
- Liaise and work with other MOD departments/establishments as necessary regarding matters of Health and Safety.
- Liaise with external agencies on behalf of the Commanding Officer (e.g. HSE, Local Authority) on H&S matters.
- Have access to any work area under the responsibility of the Commanding Officer HMS Raleigh, ensuring that any required protocols are met.
- Stop any process or activity that in the opinion of the ESA presents a serious risk of personal injury or other adverse effect to the Estate. Such occasions to be brought immediately to the notice of the Executive Command.
- Be appointed as and undertake the role of the MOD 4C’s co-ordinator for the Establishment.
- Act as the 1st Line Reporting Officer for the E1 admin post (HSA1) regarding both human resource activities and role oversight.
- Is the 1st Reporting Officer for the for the two-skill zone 3 Safety Maintainers regarding human resource activities (role oversight sits with the fire focal point).
- Undertake mandatory and other training as required by the Civil Service.
- Provide Health and Safety advice to establishment personnel, to enable them to discharge legal and MOD Policy obligations.
- Provide sufficient information and instruction to departments to prepare the establishment for external (L2 & L3) audit as necessary.
- Provide and maintain current information documentation for use by establishment personnel e.g. Establishment Standing orders (ESO)s and Executive Officers Temporary Memorandum (XTM)’s etc.
- Provide a current H&S Management plan that will assist the embodiment of an effective safety culture.
- Oversee the MyHR elements of the Administrative Assistant (AO) and 2 x Safety Maintainers.
- Provide advice regarding Navy Command Defence Safety Authority documents and associated Defence Codes of Practice and advise, develop, and implement the formulation of strategy in support of the Establishment objectives and outputs.
- Liaising with other specialist officers to produce and review the integrated Site Risk Assessment.
- Undertake 1PA (L1 audit) workplace inspections and advisory visits at HMS Raleigh to ensure compliance with MOD policy and legislation.
