**Interim Deputy Chief Operating Officer - **Inside IR35**

**Location: Hybrid working (2 days per week in London or Swindon office with 3 days WFH)**

UK Research and Innovation (UKRI) is the national funding agency investing in science and research in the UK. Operating across the whole of the UK with a combined budget of more than £6 billion, UKRI brings together the 7 Research Councils, Innovate UK and Research England.

UKRI is an executive non-departmental public body, sponsored by the Department for Business, Energy & Industrial Strategy, supported by 7 agencies and public bodies.

**Role background**:
Due to UKRI’s significant change agenda, the current Chief Operating Officer (COO) is dedicating his time over the next 12 months to leading UKRI’s major programme delivery, developing and implementing an improved Operating Model and driving UKRI’s efficiency expectations (and reduced Operating expenditure) for this spending review period. Thus, UKRI is seeking an Interim deputy Chief Operating Officer for this defined period to be responsible to the COO on his other duties. These include IT, estates, central grants processing operations and project services provided to the whole of UKRI as well as developing an approach to operational excellence across UKRI’s 7 funding councils, Research England and Innovate UK.

**The main duties and responsibilities of the Interim Deputy COO would be to**:

- Be responsible for the day-to-day operations and development of these functions, working closely with current COO who will retain accountability to the board and UKRI’s Executive Committee (ExCo)
- Work closely with the current COO and Council COOs to develop and implement the strategic operational vision for UKRI
- As a visible leader within UKRI’s corporate services, the Interim Deputy COO will oversee operations & central funding services, data and digital technology, office estates and central projects service
- Develop ways of working with the Council COOs and others to drive improved value for money in all UKRI operational activities
- Establish the model to deliver these services (incl. statement of service and introduction of KPIs) - as part of work delivering the new UKRI Operating Model
- Report transparently, and deal effectively with any service issues
- Act as the lead customer to ensure services provided by UK SBS (UKRI outsource partner) are maintained in line with agreed service levels and the end-to-end service management is fully embedded
- Ensure the COO Group operates within its resources, budgets and delegated authority, with robust risk management and governance and actively seek increased effectiveness & efficiencies in line with UKRI targets
- Seek opportunities for sharing of resources and expertise and the generation of efficiency within UKRI
- Reduce organisational exposure to cyber security risk through a deliverable action plan
- Collate together clearer view of legacy IT estate and develop long term transition plan (potential IT strategy); identify priorities for modernisation and investment
- Ensure the COO Group are working as effectively and efficiently as possible, in line with Operating Model objectives and principles, within the team and in collaboration with other parts of UKRI
- Develop performance metrics for key operational aspects of UKRI work working in conjunction with other senior leadership including Council COOs
