London Borough of Hounslow, United Kingdom London Borough of Hounslow Full time

Job description

Would you like to be a part of The London Borough of Hounslow, whose diverse workforce are committed to making a positive difference for our residents and visitors by ensuring the quality of our services are maintained to a high standard?

Hounslow Council is an outstanding council serving an outstanding borough. With brilliant, visionary leadership, a dynamic Cabinet and a can-do culture, we’ve built strong partnerships across the borough which have transformed how we serve one of London’s most diverse boroughs. Hounslow is the world in one place, full of potential, but a borough hit hard -socially and economically -by Covid-19. We have stepped up for our residents and businesses like never before.

**About The Role**

Hounslow is uniquely placed between Heathrow Airport and the City, with an extensive River Thames foreshore. Its vast axis from Chiswick in the east to Feltham and the borders of Heathrow in the west means that few other London Boroughs contain such a varied slice of the capital. The Borough has significant potential for growth and improvement, with exciting development and regeneration opportunities in its Town Centres and the Great West Corridor and Heathrow (also known as the ‘West of Borough’) Opportunity Areas. The Council is currently producing Development Plan Documents (DPDs) and Supplementary Planning Documents to capture this growth potential.

Working within a busy Spatial Planning Team, this post will play a significant role in monitoring residential and non-residential development data and assist with regular reporting, including the annual starts and completions exercise. This will involve checking and updating development data through the Mayor’s Planning London Datahub. There will also be opportunities to get involved in a wide range of other planning policy work.

**Key Responsibilities**:
1. To monitor LB Hounslow’s residential and non-residential development data and assist with regular reporting, including the annual starts and completions exercise. This will involve checking and updating LB Hounslow’s development data through the Mayor’s Planning London Datahub and compiling key performance monitoring through the Authority Monitoring Report (AMR), including housing trajectory and 5-year housing land supply.

2. To assist in the monitoring and governance of S106 and CIL funds

3. To assist in the preparation and implementation of the Local Plan and other related planning policy work streams, including consultation exercises and the Community Infrastructure Levy. This will involve co-ordinating research to inform the preparation of the evidence base used in the development of planning policies, proposals and regeneration projects.

4. To be responsible for the collection, analysis and dissemination of a range of information to both inform and monitor the outcomes of the Local Plan and its supplementary planning documents, and to complete requests for information from internal and external stakeholders relating to the Local Plan, evidence base and development monitoring (including statutory returns and Freedom of Information requests).

**Your Skills**:
1. Ability to accurately and effectively monitor residential and non-residential development data and s106 contributions using a range of IT systems and software.

2. Ability to effectively analyse data and produce a range of research tasks, including the production of reports for stakeholders.

3. Detailed knowledge of planning policy development and the adoption process for Local Plan, supplementary planning documents, Community Infrastructure Levy schedules, and Neighbourhood Plans, including the ability to facilitate statutory processes around consultation and examination.

**Professional Qualifications**

**For more information please contact the Spatial Planning team**:

**Interviews will be held during week commencing 17th April 2023.
